10.\nCONTRACT EXTENSION FOR PROFESSIONAL AUDIT SERVICES – F2M22-21,\nC2M22-13, M2M25-106\nOn March 28, 2022, the City Council awarded a contract to Moss, Levy & Hartzheim, LLP\nfor auditing services in an amount not to exceed $251,725, which included the cost of two\noptional one-year extensions. The contract term began on April 25, 2022 and expired on\nJune 30, 2025. Staff has been satisfied with the quality of services provided by Moss, Levy\n& Hartzheim, LLP and recommends exercising the two-year extension option at the\nagreed-upon annual rates.\nRecommended Action:\nCity Council approve a two-year contract extension through\nJune 30, 2027, subject to final language approval by the City Manager and City Attorney,\nto the contract by and between the City of Alhambra and Moss, Levy & Hartzheim, LLP\n(Contract No. C2M22-13) for professional auditing services; and, direct staff to undertake\nthe steps necessary to finalize Council’s action. 11.\nNOTICE OF COMPLETION: ALHAMBRA PARK POOL IMPROVEMENT PROJECT –\nF2M22-37, C2M24-3, M2M25-107\nOn January 8, 2024, the City Council awarded a contract to Tom’s Construction in the\namount of $712,00.00 for the Alhambra Park Pool Improvement Project. The project was\nfunded by the Los Angeles County Regional Park and Open Space District in the amount\nof $963,000.00. There were three change orders to the project. The change orders\nincluded: Change Order No. 1: Handrails to match ramp railing; Change Order No. 2:\nUpper pool ramp, front entrance tile, and front sliding gate; and, Change Order No. 3:\nautomatic doors, handrail extension, paint, and countertops. The change orders totaled\n$122,150.00, which brought the contract costs to $834,150.00. Staff inspected this project,\nand all work was completed in accordance with the City’s requirements and specifications.\nAs such, it would be appropriate for the City Council to accept this project as complete.\nRecommended Action:\nCity Council accept the work of Tom’s Construction for the\nAlhambra Park Pool Improvement Project as complete in the amount of $834,150.00;\ndirect the City Clerk to file a Notice of Completion with the County of Los Angeles for\nrecordation; instruct the Finance Director to release the 5 percent retention 35 days from\nthe date of recordation, if no liens are filed; and, direct staff to undertake the steps\nnecessary to finalize the Council’s action. 12.\nRESOLUTION APPROVING THE APPLICATION OF GRANT FUNDS UNDER THE\nLAND AND WATER CONSERVATION FUND FOR THE STORY PARK ALLINCLUSIVE PLAYGROUND – F2M25-18, R2M25-27, M2M25-108\nStaff is in the process of preparing a grant application to the Land and Water Conservation\nFund for the purchase of an all-inclusive playground at Story Park. The funding request\nof $1,058,937 is based on preliminary estimates for the equipment. The project will replace\nthe current play structure which has been in place for over twenty years. The new\nplayground complements the Story Park renovations (Serenity Circle) that are scheduled\nto be completed in 2026. The playground equipment, when installed, will enhance the park\nexperience for children of all ages and abilities.\nRecommended Action:\nCity Council adopt Resolution No. R2M25-27 entitled: A\nResolution of the City of Alhambra approving the application for the Land and Water\nConservation Fund Story Park All Inclusive Playground Equipment Project as required by\nthe Land and Water Conservation Fund authorizing a grant request for the replacement\nof the large playground at Story Park; authorize the City Manager, or designee, to execute\nall grant documents; and, direct staff to undertake the steps necessary to finalize the\nCouncil’s action. 13.\nAWARD OF CONTRACT: PURCHASE OF A NEW 2026 RAM 3500 CREW CAB\nTRUCK TO BE EQUIPPED FOR EMERGENCY RESPONSE – F2M25-6A, C2M25-33,\nM2M25-109\nThe purchase of a new emergency response vehicle is to replace a 2003 Ford 350 Truck.\nThe Fire Department staff uses the vehicle daily to provide services to the residents of\nAlhambra. Maintenance and repairs exceed the value of the vehicle, which has reached\nthe end of its expected useful life. Once the vehicle is replaced with the new truck, it will\nbe rotated into reserve status. Staff is seeking to purchase the vehicle to replace the aging\nvehicle through a cooperative purchase agreement. A cooperative purchase is allowable\nper Alhambra Municipal Code 3.36.08(B)(3). Sourcewell awarded contract #091521-NAF\nto National Auto Fleet Group on November 4, 2021- a contract that does not expire until\nNovember 8, 2026. Sourcewell bid specifications included an option for purchasing\nautomobiles, SUV’s, vans, and light trucks with related equipment, and accessories;\ntherefore, staff is recommending purchasing the vehicle utilizing this option.\nRecommended Action:\nCity Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to 72 Hour LLC, dba National Auto Fleet\nGroup, in an amount not to exceed $147,574.18 for the purchase of a new 2026 Ram\n3500 Crew Cab Truck and with the price including all communication emergency alerting\nequipment which allows the vehicle to act as a mobile command center at emergency\nscenes; and, direct staff to undertake the steps necessary to finalize Council’s action.\n(M2M25-109)

14.\nAWARD CONTRACT: PURCHASE OF THERMAL IMAGING CAMERAS – F2M25-6B,\nC2M25-34, M2M25-110\nThe Alhambra Fire Department staff is currently using thermal imaging cameras (TICs)\nthat are 14 years old and do not have the modern technology and safety features desired\nfrom essential life-saving frontline equipment. The batteries do not hold a charge and have\nbeen replaced many times. Staff is seeking to purchase new TICs to replace the aging\ncritical equipment through a cooperative purchase agreement. A cooperative purchase is\nallowable per Alhambra Municipal Code 3.36.080(B)(3). Sourcewell awarded contract\n#020124-LNC on April 22, 2024 - a contract that does not expire until April 4, 2028.\nSourcewell bid specifications included an option for purchasing TICs. Staff is\nrecommending purchasing the TICs utilizing this Sourcewell option.\nRecommended Action:\nCity Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to L.N Curtis & Sons in an amount not to\nexceed $140,096.32 for the purchase of Thermal Imaging Cameras (TIC); and, direct staff\nto undertake the steps necessary to finalize the Council’s action. 15.\nAUTHORIZE RFP: PROFESSIONAL ENGINEERING SERVICES TO UPDATE THE\nSEWER MASTER PLAN – F2M25-44, RFP2M25-12\nThe City of Alhambra existing sewer collection system is made up of a network of gravity\nsewers, lift stations, and force mains. The gravity system consists of approximately 129\nmiles of pipe, seven lift stations with 7,800 feet of forced mains, and 2,800 manholes and\ncleanouts. The Sewer Master Plan is to provide an evaluation of the City’s sewer collection\nsystem to provide a framework for undertaking the construction of new and replacement\nfacilities in an effective manner. The Sewer Master Plan is intended to serve as a general,\nflexible, and open-ended document that requires periodic updates to consider changes in\nsewage generation, land development, infrastructure needs, and capital costs. The Sewer\nMaster Plan evaluates the capacity and condition of the City’s sanitary sewer system and\nestablishes the basis for the City’s sewer system Capital Improvement Program (CIP).\nRecommended Action:\nCity Council approve the distribution of a Request for\nProposals (RFP) for Professional Engineering Services to update the Sewer Master Plan,\nwith proposals due no later than 4:00 p.m. on Thursday, August 28, 2025; and, direct staff\nto undertake the steps necessary to finalize the Council’s action.

16.\nAUTHORIZE RFP: PROFESSIONAL SCADA SERVICES AND MAINTENANCE FOR\nTHE WATER AND SEWER DIVISIONS – F2M25-45, RFP2M25-13\nSCADA systems are used to monitor and control the Water and Sewer Division’s\nprocesses remotely, processes such as the Ground Water Treatment Plant, Wells,\nReservoirs, Sewer Lift Stations, etc. SCADA services and maintenance for the Water and\nSewer Divisions is crucial for ensuring the reliable operation of these vital systems.\nRegular maintenance, including software updates and hardware upkeep, is essential to\nmaintain system reliability, optimize performance, and address potential vulnerabilities like\ncybersecurity risks. This RFP would be for a three-year contract for SCADA Professional\nServices and Maintenance.\nRecommended Action:\nCity Council authorize the distribution of a Request for\nProposals (RFP) for Professional Services and Maintenance for the City’s Supervisory\nControl and Data Acquisition (SCADA) for the Water and Sewer Divisions with proposals\ndue no later than 4:00 p.m. on Thursday, August 21, 2025.

17.\nAUTHORIZE RFP: CONSTRUCTION MANAGEMENT AND CONSTRUCTION\nINSPECTION SERVICES FOR THE CITYWIDE BUS STOP IMPROVEMENTS\nPROJECT – F2M21-68, RFP2M25-14\nOn March 10, 2025, the City Council authorized staff to distribute a Notice Inviting Bids for\nthe Citywide Bus Stop Improvements project. The project includes, but is not limited to,\nidentifying and designing for broken and off-grade sidewalk reconstruction, bus pad\ninstallation, street furniture upgrades, ADA compliance, and 85 bus shelter upgrades or\ninstallations. Pursuant to the project, staff is seeking to distribute a Request for Proposals\nfor Construction Management and Construction Inspection Services.\nRecommended Action:\nCity Council authorize the distribution of a Request for\nProposals for Construction Management and Construction Inspection Services for the\nCitywide Bus Stop Improvements Project with proposals due no later than 4:00 p.m. on\nThursday, August 21, 2025.

18.\nAWARD CONTRACT: CITYWIDE BUS STOP IMPROVEMENTS PROJECT – F2M2168, N2M25-29, C2M25-35, M2M25-111\nOn March 10, 2025, staff was authorized to distribute a Notice Inviting Bids for the Citywide\nBus Stop Improvement Project. On May 1, 2025 the City Clerk received nine bids that\nranged from $3,247,680 to $4,743,900. Staff reviewed the bids and found the bid received\nfrom Green Giant Landscape, Inc. in the amount of $3,247,680.00 is the lowest\nresponsible bid. The project includes, but was not limited to, identifying and designing for\nbroken and off-grade sidewalk reconstruction, bus pad installation, street furniture\nupgrades, ADA compliance, and 85 bus shelter upgrades or installations. Green Giant\nLandscape, Inc. has the necessary licenses to complete the work.\nRecommended Action:\nCity Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to Green Giant Landscape, Inc. for the\nprocurement and installation of equipment as well as ADA improvements for the Citywide\nBus Stop Improvements Project in the amount of $3,247,680.00; and, direct staff to\nundertake the steps necessary to finalize the Council’s action. 19.\nAPPROPRIATION AND CARRYOVER OF MEASURE M AND MEASURE R FUNDS\nFOR THE ALHAMBRA LIT CROSSWALK TRAFFIC CONTROL DEVICES PROJECT –\nF2M25-17, F2M22-56, M2M25-112\nOn April 28, 2025, City Council awarded a contract to California Professional Engineering,\nInc (C2M25-16) in the amount of $1,900,425.85 for the Alhambra Lit Crosswalk Traffic\nControl Devices Project. When the contract was awarded, staff anticipated there was\nsufficient budget under accounts 223.70.7130.62210 and 227.70.7130.62210 to address\nthe costs of the contract; however, upon further review, staff determined there was a\nshortfall of $1,337,427.33 from fiscal year 2024-25 Measure M and $101,037.85 from\nMeasure R in fiscal year 2024-25. To address this shortfall, staff is requesting that the City\nCouncil authorize the carryover of unspent funds to the current fiscal year and appropriate\nthe additional amounts from the Measure M and Measure R fund balances. The contract\ncost to Hardy and Harper remains unchanged at $1,990,425.85.\nRecommended Action:\nCity Council approve the carryover of Measure M funds in\nthe amount of $143,372.67 from Account No. 223.70.7130.62210 and Measure R funds\nin the amount of $408,588.00 from Account No. 227.70.7130.62210 from Fiscal Year\n2024-2025 to Fiscal Year 2025-2026; City Council appropriate $1,337,427.33 from the\nMeasure M fund balance and $101,037.85 from the Measure R fund balance for the\nAlhambra Lit Crosswalk Traffic Control Devices Project; direct the Finance Director to\ncarry over the Measure M and Measure R funds as noted above and to appropriate the\nspecified amounts from each fund to support the completion of the project; and, direct staff\nto undertake the steps necessary to finalize the Council’s action. 2.\nPUBLIC HEARING RELATING TO THE COLLECTION OF COSTS AND FEES\nFOLLOWING WEED ABATEMENT AT 804 S. SIXTH STREET – F2M25-41, N2M25-95,\nR2M25-28, M2M25-119\nThis is the time and place set by Notice No. N2M25-95 for the City Council to hold a public\nhearing relating to the collection of costs and fees following weed abatement at 804 S.\nSixth Street. On August 22, 2024, the City received a complaint regarding overgrown\nvegetation at 804 S. Sixth Street (the “Property”). Upon inspection it was confirmed that\nthe conditions of the property were in violation of Section 6.24.020 of the Alhambra\nMunicipal Code (AMC) with overgrown weeds and vegetation. On August 26, 2024, a\nNotice of Violation was issued by mail and posted on the Property. No remedial action\nwas taken. Numerous attempts were made by Code Enforcement to remedy the situation\nwith no success. Overgrown weeds and vegetation are health and safety hazards. It is a\nproperty owner’s duty to keep their property free from weeds, which constitute a public\nnuisance under Section 6.24.020 of the AMC. Once the City issues a Notice to Abate per\nSection 6.24.030 of the AMC, the City has the authority to abate the nuisance itself to\nensure the health and safety of the community is maintained per Section 6.24.070. On\nMarch 17, 2025, the Code Enforcement Division and accompanying City officials served\nand executed the Inspection and Abatement Warrant and conducted an abatement of the\novergrown vegetation to rid the Property of health and safety violations.\nSection 6.24.100 of the AMC requires that the record of costs be submitted to the City\nCouncil prior to June 30th of the fiscal year in which the abatement work was performed,\nwhich was satisfied on June 23, 2025. A hearing on the confirmation of such costs must\nbe held prior to July 30th of such year. As of this date, the total cost incurred by the City –\nincluding contractor services, attorney involvement, and City staff time is $30,660.45. Per\nSection 6.24.130 of the AMC, Council shall hear evidence surrounding the Agency Lien\nList, together with any objections from the property owners liable for the assessment, and\nmay make any revision, correction, or modification to the costs owed. AMC Section\n6.24.140 states that the total costs confirmed by Council shall constitute a special\nassessment and a lien against the respective lot or parcel of land to which it relates. A\nspecial assessment is a tax bill levied by the County Auditor Controller’s Office, and a\nnuisance abatement lien constitutes a claim against the property which clouds title to the\nproperty and must be paid prior to sale of the property. Both types of liens can be\nforeclosed on in the event of non-payment. City staff recommends that the City Council\napprove both a lien and an assessment to ensure cost recovery, as set forth in the AMC.\nRecommended Action:\nCity Council:\n1.\nConduct a public hearing to receive public testimony; and,\n2.\nDetermine the correctness or reasonableness, or both, of the costs incurred\n($30,660.45) in the City’s abatement of the nuisance conditions on the property\nlocated at 804 S. Sixth Street (“Property”); and,\nAuthorize a nuisance abatement lien and a special assessment against the\nProperty in the amount of the City’s abatement costs (M2M25-119); and,\n4.\nAdopt Resolution No. R2M25-28 entitled: A Resolution of the City Council of the City\nof Alhambra, California, confirming a report of abatement costs and authorizing a\nnuisance abatement lien and special tax assessment to be recorded on title against\n804 South 6th Street

20.\nRATIFY THE ACCEPTANCE OF GRANT FUNDS FROM CALIFORNIA HIGHWAY\nPATROL CANNABIS TAX FUND PROGRAM – F2M25-18, R2M25-32, M2M25-113\nThe goal of the California Highway Patrol (CHP) grant is to educate the public about the\ndangers of impaired driving, enforce laws related to impaired driving on the road, and\nenhance the effectiveness of the Alhambra Police Department (APD) through training and\nthe development of new strategies. The APD plans to utilize funding in Fiscal Year 202526 to conduct saturation patrol operations focused on driving under the influence (DUI),\ntargeting alcohol, other drugs, and cannabis products. The funding will cover the purchase\nof two fully outfitted, marked police vehicles for use during DUI operations. It will also\nprovide funding for chemical devices that help identify the presence of various drugs on\nintoxicated motorists and will cover personnel expenses for patrol officers attending DUIrelated training. Due to summer recess the City Manager accepted this grant; therefore,\nstaff is requesting the City Council ratify the acceptance and direct the City Clerk to send\na copy of the resolution to CHP.\nRecommended Action:\nCity Council ratify the acceptance of the California Highway\nPatrol (CHP) Cannabis Tax Fund Grant Program funds in the amount of $488,185.80;\nAdopt Resolution No. R2M25-32 entitled: A Resolution of the City Council of the City of\nAlhambra, California, ratifying the acceptance of funds from Cannabis Tax Fund Grant\nProgram; appropriate $488,185.80 in revenue and expenditure funds in the 2025-26 Fiscal\nYear Budget to implement grant activities: instruct the City Clerk to send a certified copy\nof the adopted Resolution to CHP; and, direct staff to take the steps necessary steps to\nfinalize Council’s action. 21.\nAWARD CONTRACT: PROFESSIONAL ENGINEERING SERVICES FOR THE\nDEVELOPMENT OF A MASTER PLAN FOR STREET LIGHT REPLACEMENT –\nF2M25-30, RFP2M25-4, C2M25-36, M2M25-114\nOn March 24, 2025, the City Council approved distributing the Request for Proposals\n(RFP) for the Professional Engineering Services for the Development of a Master Plan for\nStreet Light Replacement. Staff circulated the RFP for the project and received proposals\nfrom two companies. Staff reviewed and evaluated the responding proposals and found\nthe proposal submitted by Evari Consulting, Inc. conforms to the RFP and received the\nhighest rating. Consultants were rated on qualifications of staff, experience with similar\nkind of work, overall cost, project references, soundness of technical approach, ability to\nmeet required timelines and quality of proposal format.\nRecommended Action:\nCity Council award contract, subject to final language\napproval by the City Manager and City Attorney, to Evari Consulting, Inc. for Professional\nEngineering Services for the development of a Master Plan for street light replacement, in\nan amount not to exceed $235,762.00; and, direct staff to undertake the steps necessary\nto finalize Council’s action. 22.\n2025 UPDATE TO THE SEWER SYSTEM MANAGEMENT PLAN – F2M7-92, M2M25-115\nIn December 2022, the State Water Resources Control Board (SWRCB) adopted the\nStatewide General Waste Discharge requirements for Sanitary Sewer Systems under\nOrder No. 2022-0103-DWQ. This Order became effective on June 5, 2023. All federal and\nstate agencies, municipalities, counties, districts, and other public entities that own or\noperate sanitary sewer systems greater than one mile in length that collect and/or convey\nuntreated or partially treated wastewater to a publicly owned treatment facility in the State\nof California are required to comply with the terms of this order. The goal of the order is to\nfacilitate proper management of all sanitary sewer systems and prevent sewage spills\nthrough the development of a Sewer System Management Plan (SSMP). The order also\nrequires that the SSMP be updated every five years and adopted at a public meeting held\nby the governing body. The last update of the City’s SSMP was approved by City Council\nin April of 2019.\nRecommended Action:\nCity Council approve the 2025 update of the Sewer System\nManagement Plan as outlined in the Director of Utilities’ July 28, 2025 report on file in the\nCity Clerk’s Office in accordance with the Statewide General Waste Discharge\nrequirements for Sanitary Sewer Systems under Order No. 2022-0103-DWQ; and, direct\nstaff to undertake the steps necessary to finalize Council’s action. 23.\nRESOLUTION APPROVING A COMPREHENSIVE\nMEMORANDUM OF UNDERSTANDING (MOU) BETWEEN THE CITY AND THE ALHAMBRA FIRE\nDEPARTMENT MANAGEMENT ASSOCIATION – F2M25-2, R2M25-25, C2M17-52,\nM2M25-116\nOn July 24, 2023, the City Council approved an MOU between the City of Alhambra and\nthe Alhambra Fire Department Management Association (AFDMA) for Fiscal Years 20232024, 2024-2025, and 2025-2026. Since then, the City and AFDMA reached agreement\non two subsequent side letters of agreement memorializing agreed upon changes to\nbenefits and compensation and extensions to the MOU. As recently as July 2024, the City\nand AFDMA agreed to extend the existing MOU for an additional year, through the end of\nFiscal Year 2026-2027, with contract enhancements in the form of increases to\ncompensation and increases to health benefits flex plan contributions. The City has been\nworking with the employee groups on Comprehensive MOUs. As such, clean up items\nand clarifications with regard to Bilingual Pay, Floating Holidays, and Work Hours are\nnecessary. Additionally, representatives of the City and AFDMA met and conferred with\nthe intent to clarify language in the existing MOU and to include pertinent practices and\nlanguage from prior MOUs, side letters and the Alhambra Municipal Code into one\nconsolidated and comprehensive document. The parties met and conferred and reached\nagreement regarding the language to be included in the first Comprehensive MOU\nbetween the City and the AFDMA which is outlined in the Director of Human Resources\nand Risk Management’s July 28, 2025 staff report.\nRecommended Action:\nCity Council take the following actions: 1) Adopt Resolution\nNo. R2M25-25 entitled: A Resolution of the Alhambra City Council approving a\nComprehensive Memorandum of Understanding between the City of Alhambra and the\nAlhambra Fire Department Management Association; and, 2) Direct staff to undertake the\nsteps necessary to finalize Council’s action. 24.\nRESOLUTION APPROVING A REVISED COMPREHENSIVE MEMORANDUM OF\nUNDERSTANDING (MOU) WITH THE ALHAMBRA POLICE DISPATCHERS’\nASSOCIATION (APDA) – F2M25-2, C2M21-51, R2M25-31, M2M25-117\nIn February 2025, City Council approved the addition of a new class specification, Lead\nDispatcher. As such, the MOU between the City of Alhambra and the Alhambra Police\nDispatchers’ Association (APDA) was updated to include the new classification. It was\nrecently brought to staff’s attention that language pertaining to Shift Differential benefit pay\nneeded to be updated to include Lead Dispatchers. Therefore, clarifying language is\nincluded to state Lead Dispatchers are eligible to receive Shift Differential benefit pay\nwhen applicable. Additionally, as a part of staff’s efforts to continue to revise and update\nthe Comprehensive MOU where necessary, applicable language pertaining to “Sick Leave\nPayout Upon Retirement – After 15 Years of Service” has been added to clarify existing\nbenefits as it applies to those who are eligible.\nRecommended Action:\nCity Council adopt Resolution No. R2M25-31 entitled: A\nResolution of the Alhambra City Council approving a Revised Comprehensive\nMemorandum of Understanding between the City of Alhambra and the Alhambra Police\nDispatchers’ Association; and, direct staff to undertake the steps necessary to finalize\nCouncil’s action. 25.\nCONTRACT AMENDMENT: PROFESSIONAL INFORMATION TECHNOLOGY AND\nSUPPORT SERVICES FOR THE POLICE DEPARTMENT – F2M21-34, C2M21-28,\nM2M25-118\nOn May 24, 2021, the City Council authorized a contract for Professional Information\nTechnology and Support Services with SDI Presence LLC (SDI) for a term of three years\nwith two one-year extensions (through June 30, 2026) in an amount not to exceed\n$146,000 annually. On May 8, 2023, City Council approved the contract’s first\namendment, which increased the payment terms to $200,000 annually beginning in Fiscal\nyear 2022-23. Since then, two additional contract amendments were executed to formalize\nand extend the performance period for Fiscal Years 2024-25 and 2025-26 as originally\nauthorized and pursuant to satisfactory performance and the City’s needs. The original contract for engineering services plan review is\n$200,000.00 per fiscal year. The first amendment was for $75,000.00. The second\namendment requested is for $107,185.00. Transtech invoices the City on an hourly basis,\ndepending on the type and amount of work performed. 3.\nCITY OF ALHAMBRA OBJECTIVE DESIGN STANDARDS AND DESIGN GUIDELINES\nPROJECT – F2M24-42\nAs part of the ongoing Objective Design Standards and Design Guidelines work effort, the\nCity, in partnership with RRM Design Group, completed a series of community outreach\nand engagement efforts over the last several months. The purpose of the outreach and\nengagement efforts were to inform the community about the scope of the project, describe\nthe importance of objective design standards and design guidelines, and solicit feedback\non design topics to inform future design guidelines for specific focus areas, including the\nEast Main Corridor (EMC), Central Business District (CBD), West Main Corridor, and\nValley Boulevard. Objective Design Standards for multi-family residential development will\nalso be created in this work effort, be applied city-wide to ensure high quality design\nstandards, and be aligned with State mandated housing legislation which requires local\njurisdictions to eliminate any subjectivity in the architectural review of housing\ndevelopments. The new multi-family objective design standards for multi-family\ndevelopments will provide additional clarity to architects and designers so that future\nprojects will be complimentary to existing neighborhoods. Overall, the community outreach\nseries generated valuable feedback that RRM will incorporate as they move forward with\nfinalizing the updated Objective Design Standards and finalizing the development of\nspecific Design Guidelines for the identified focus areas (Valley Boulevard, West\nMain/CBD, and EMC). Following the presentation, the project team will move forward with\npreparing focus area Design Guidelines and finalizing an update of the existing objective\ndesign standards to be presented for adoption through the public hearing process.\nRecommended Action:\nCity Council receive and file this report, or direct staff as\ndeemed appropriate in providing further direction on the development of the final\ndeliverables for the Objective Design Standards and Design Guidelines project.\nCONSENT AGENDA (Item Nos. 4 – 32)\nAll items listed under the Consent Agenda are considered by the City Council to be routine and\nwill be enacted by one motion unless a citizen or Council member requests otherwise; in which\ncase, the item will be removed for separate consideration.

4.\nCONSIDERATION OF RESOLUTION DISCUSSING\nENFORCEMENT ACTIVITIES – F2M5-7, R2M25-29\nFEDERAL\nIMMIGRATION\nFollowing a robust discussion at the July 7, 2025 special meeting of the City Council, it\nwas requested staff bring back a resolution that revises the “Community’s Resolution,”\nwhich draft is based on legal review and ability to implement and includes the draft\nstatement “Supporting Alhambra’s Immigrant Community”. Changes to the “Community’s\nResolution” as well as a draft version of Resolution No. R2M25-29 are outlined in the July\n28, 2025 staff report by the Deputy City Manager.\nRecommended Action:\nCity Council consider Resolution No. R2M25-29,\ndiscussing federal immigration enforcement activities, or other activities deemed\nappropriate.

5.\nAWARD CONTRACT: MOBILE DATA COMPUTERS (MDC) – F2M26-6B, C2M25-31,\nM2M25-103\nThe Police Department has utilized mobile data computers (MDC) as a vital\ncommunication tool between dispatchers and officers. The existing MDCs are over five\nyears old and have become outdated and obsolete. Getac Technology Corporation\nsubmitted a quote of $120,744.72 for 23 Getac S510 MDCs (including mounting hardware\nand installation) under the State of California Sourcewell Coorperative Agreement Number\n090122-GET. These agreements are available to all State of California government\nagencies. In accordance with Alhambra Municipal Code 3.36.080(B)(3), the City Council\nmay approve purchases through or in conjunction with another public agency’s purchase\nof the same supplies or equipment.\nRecommended Action:\nCity Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to Getac Technology Corporation in an\namount not to exceed $120,744.72 for the purchase of mobile data computers and related\nequipment and installation; authorize the Chief of Police to execute said agreement; and,\ndirect staff to undertake the steps necessary finalize Council’s action. 6.\nACCEPT DONATION: TILE MURAL – F2M25-12, M2M25-104\nThe Haas family had an accounting office located at 106 and 108 S. First Street, where\nthey conducted business for many years. During that time, they acquired a tile mural from\nMuralist Guillermo Wagner Granizo and displayed it in the office. Mr. Ken Haas would like\nto donate the art piece to the City of Alhambra. The new Community Center may be a\nsuitable placement for the tile mural.\nRecommended Action:\nCity Council accept with gratitude a gift of an 8-foot by 5-foot\ntile mural, done by prominent California Tile Muralist Guillermo Wagner Granizo, depicting\nThe Alhambra in Granada, Spain from Ms. Tricia Haas and Mr. Ken Haas; and, direct staff\nto undertake the steps necessary to finalize Council’s action. Staff is requesting the\nCity Council authorize staff to solicit proposals for professional services to assist staff in\npreparing the City of Alhambra's Annual Action Plan and Consolidated Annual\nPerformance Evaluation Report (CAPER) for the following program years: 2025-2026\nCAPER; 2026-2027 Annual Action Plan; 2026-2027 CAPER; 2027-2028 Annual Action\nPlan; 2027-2028 CAPER; 2028-2029 Annual Action Plan; and, assist City with interface\nand record keeping with IDIS System and HEROS.\nRecommended Action:\nCity Council authorize staff to solicit proposals for\nprofessional consulting services to prepare the City’s Annual Action Plan, Consolidated\nAnnual Performance and Evaluation Report (CAPER), and provide technical assistance.

8.\nNOTICE INVITING BIDS: CONSTRUCTION OF THE POPPY PARK PROJECT –\nF2M24-57, N2M25-98\nOn December 9, 2024, the City Council approved a contract with Hirsch & Associates, Inc.\nfor professional engineering and design services to provide plans, specifications, and bid\ndocumentation for the Poppy Park Project. On June 25, 2025, staff and representatives\nfrom Hirsch & Associates, held a community meeting with renderings and design layouts\nfor the Poppy Park Project and received feedback that has been incorporated into the\nplans. The specifications and bid documentation for the Poppy Park Project have now\nbeen completed. Bids are due no later than 10:30 a.m. on September 11, 2025 in the\noffice of the City Clerk, and will be opened at 11:00 a.m. that same day.\nRecommended Action:\nCity Council authorize staff to circulate a Notice Inviting Bids\nto prospective contractors for the construction of the Poppy Park Project; and, direct staff\nto undertake the steps necessary to finalize the Council’s action.

On June 5,\n2025, the City Clerk received two bids for the Project ranging from $361,455.00 (D.H.R\nConstruction Inc.) to $367,192.09 (Eagle Golf Construction Inc.). The bid received from\nD.H.R. Construction, Inc., is the lowest responsive bid. Staff reviewed the bid submitted\nby D.H.R. Construction Inc. and found it to be in full compliance and conformance with the\nproject specifications.\nRecommended Action:\nCity Council award a contract, subject to the final language\napproved by the City Manager and City Attorney, to D.H.R. Construction, Inc. in the\namount of $361,455.00 for the Alhambra Golf Course Bunker Sand Replacement\nImprovement Project; and, direct staff to undertake the steps necessary to finalize the\nCouncil’s action.
