19.\nAPPROPRIATION AND CARRYOVER OF MEASURE M AND MEASURE R FUNDS\nFOR THE ALHAMBRA LIT CROSSWALK TRAFFIC CONTROL DEVICES PROJECT –\nF2M25-17, F2M22-56, M2M25-112\nOn April 28, 2025, City Council awarded a contract to California Professional Engineering,\nInc (C2M25-16) in the amount of $1,900,425.85 for the Alhambra Lit Crosswalk Traffic\nControl Devices Project. When the contract was awarded, staff anticipated there was\nsufficient budget under accounts 223.70.7130.62210 and 227.70.7130.62210 to address\nthe costs of the contract; however, upon further review, staff determined there was a\nshortfall of $1,337,427.33 from fiscal year 2024-25 Measure M and $101,037.85 from\nMeasure R in fiscal year 2024-25. To address this shortfall, staff is requesting that the City\nCouncil authorize the carryover of unspent funds to the current fiscal year and appropriate\nthe additional amounts from the Measure M and Measure R fund balances. The contract\ncost to Hardy and Harper remains unchanged at $1,990,425.85.\nRecommended Action:\nCity Council approve the carryover of Measure M funds in\nthe amount of $143,372.67 from Account No. 223.70.7130.62210 and Measure R funds\nin the amount of $408,588.00 from Account No. 227.70.7130.62210 from Fiscal Year\n2024-2025 to Fiscal Year 2025-2026; City Council appropriate $1,337,427.33 from the\nMeasure M fund balance and $101,037.85 from the Measure R fund balance for the\nAlhambra Lit Crosswalk Traffic Control Devices Project; direct the Finance Director to\ncarry over the Measure M and Measure R funds as noted above and to appropriate the\nspecified amounts from each fund to support the completion of the project; and, direct staff\nto undertake the steps necessary to finalize the Council’s action.
