23.\nRESOLUTION APPROVING A COMPREHENSIVE\nMEMORANDUM OF UNDERSTANDING (MOU) BETWEEN THE CITY AND THE ALHAMBRA FIRE\nDEPARTMENT MANAGEMENT ASSOCIATION – F2M25-2, R2M25-25, C2M17-52,\nM2M25-116\nOn July 24, 2023, the City Council approved an MOU between the City of Alhambra and\nthe Alhambra Fire Department Management Association (AFDMA) for Fiscal Years 20232024, 2024-2025, and 2025-2026. Since then, the City and AFDMA reached agreement\non two subsequent side letters of agreement memorializing agreed upon changes to\nbenefits and compensation and extensions to the MOU. As recently as July 2024, the City\nand AFDMA agreed to extend the existing MOU for an additional year, through the end of\nFiscal Year 2026-2027, with contract enhancements in the form of increases to\ncompensation and increases to health benefits flex plan contributions. The City has been\nworking with the employee groups on Comprehensive MOUs. As such, clean up items\nand clarifications with regard to Bilingual Pay, Floating Holidays, and Work Hours are\nnecessary. Additionally, representatives of the City and AFDMA met and conferred with\nthe intent to clarify language in the existing MOU and to include pertinent practices and\nlanguage from prior MOUs, side letters and the Alhambra Municipal Code into one\nconsolidated and comprehensive document. The parties met and conferred and reached\nagreement regarding the language to be included in the first Comprehensive MOU\nbetween the City and the AFDMA which is outlined in the Director of Human Resources\nand Risk Management’s July 28, 2025 staff report.\nRecommended Action:\nCity Council take the following actions: 1) Adopt Resolution\nNo. R2M25-25 entitled: A Resolution of the Alhambra City Council approving a\nComprehensive Memorandum of Understanding between the City of Alhambra and the\nAlhambra Fire Department Management Association; and, 2) Direct staff to undertake the\nsteps necessary to finalize Council’s action.
