22.\n2025 UPDATE TO THE SEWER SYSTEM MANAGEMENT PLAN – F2M7-92, M2M25-115\nIn December 2022, the State Water Resources Control Board (SWRCB) adopted the\nStatewide General Waste Discharge requirements for Sanitary Sewer Systems under\nOrder No. 2022-0103-DWQ. This Order became effective on June 5, 2023. All federal and\nstate agencies, municipalities, counties, districts, and other public entities that own or\noperate sanitary sewer systems greater than one mile in length that collect and/or convey\nuntreated or partially treated wastewater to a publicly owned treatment facility in the State\nof California are required to comply with the terms of this order. The goal of the order is to\nfacilitate proper management of all sanitary sewer systems and prevent sewage spills\nthrough the development of a Sewer System Management Plan (SSMP). The order also\nrequires that the SSMP be updated every five years and adopted at a public meeting held\nby the governing body. The last update of the City’s SSMP was approved by City Council\nin April of 2019.\nRecommended Action:\nCity Council approve the 2025 update of the Sewer System\nManagement Plan as outlined in the Director of Utilities’ July 28, 2025 report on file in the\nCity Clerk’s Office in accordance with the Statewide General Waste Discharge\nrequirements for Sanitary Sewer Systems under Order No. 2022-0103-DWQ; and, direct\nstaff to undertake the steps necessary to finalize Council’s action.
