7.\nAUTHORIZE RFP: PROFESSIONAL CONSULTING SERVICES FOR PREPARATION\nOF THE CITY’S OFFICIAL REPORTS AND PLANS UNDER THE U.S. DEPARTMENT\nOF HOUSING AND URBAN DEVELOPMENT (HUD) – F2M25-43, RFP2M25-11\nIn accordance with Federal law, the City is required to submit an Annual Action Plan and\nConsolidated Annual Performance Evaluation Report (CAPER), outlining the City's\nCommunity Development Block Grant and HOME funded activities. Staff is requesting the\nCity Council authorize staff to solicit proposals for professional services to assist staff in\npreparing the City of Alhambra's Annual Action Plan and Consolidated Annual\nPerformance Evaluation Report (CAPER) for the following program years: 2025-2026\nCAPER; 2026-2027 Annual Action Plan; 2026-2027 CAPER; 2027-2028 Annual Action\nPlan; 2027-2028 CAPER; 2028-2029 Annual Action Plan; and, assist City with interface\nand record keeping with IDIS System and HEROS.\nRecommended Action:\nCity Council authorize staff to solicit proposals for\nprofessional consulting services to prepare the City’s Annual Action Plan, Consolidated\nAnnual Performance and Evaluation Report (CAPER), and provide technical assistance.
