10.6\nA Resolution Delegating Authority to the City Manager or\nTheir Designee to Act on Behalf of the City of Bell Gardens\nwith the Public Risk Innovation, Solutions, and Management\n“PRISM” Authority\nRECOMMENDATION: It is recommended that the City Council\napprove the attached resolution, authorizing the City Manager or\ntheir designee to act on behalf of the City of Bell Gardens with the\nPublic Risk Innovation, Solutions, and Management “PRISM”\nAuthority.\nBACKGROUND/DISCUSSION: During the City Council meeting of\nDecember 9, 2024, the City Council approved a Professional Services\nAgreement with Alliant Insurance Services for Employee Benefits\nBroker Services effective January 1, 2025. As a client of Alliant\nInsurance Services, the City is accessing ancillary benefits such as\ndental and vision insurance via “PRISM” (Public Risk Innovation,\nSolutions, and Management) Health Pool.\nPRISM has requested that its member cities’ governing bodies adopt\na resolution delegating a person or position to act on the entity’s\nbehalf.\nCONCLUSION: The adoption of the resolution as requested by PRISM\nwould maintain the City as a member in good standing.\nFISCAL IMPACT: There is no fiscal impact to adopt the resolution.\nATTACHMENTS:\nExhibit 1 – Resolution No. 2025-65
