10.10\nConsideration of a Resolution Approving a Right-of-Way Use\nAgreement with the Gateway Cities Council of Governments\nfor the Installation, Maintenance and Operation of the\nGateway Cities Regional Fiber Optic Network within City's\nBoundaries\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil:\n1. Adopt the attached Resolution approving a Right-of-Way Use\nAgreement with the Gateway Cities Council of Governments\n(GCCOG) for the installation, maintenance, and operation of\nthe Gateway Cities Regional Fiber Optic Network on certain\nCity rights-of-way; and\n2. Authorize the City Manager or designee to administer the\nAgreement, including approving finalized plans and any other\nactions in connection with the Agreement.\nCONCLUSION: If the Agreement is approved, staff will process it for\nsignatures and transmit it to GCCOG.\nFISCAL IMPACT: None: The GCCOG will be responsible for the\nconstruction costs, and, upon Project completion, the City Strands\nwill provide free broadband to City facilities.\nATTACHMENTS:\nExhibit 1 - Resolution 2025-69\nExhibit 2 - Agreement

10.11\nConsideration of a Resolution Approving a Water Right\nLicense and Agreement with Liberty Utilities (Park Water)\nCorp. Granting a License to Extract 994 Acre-Feet of City's\nGroundwater Pumping Allocation Rights FY 2024-2025\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil adopt the attached Resolution approving a Water Right\nLicense and Agreement with Liberty Utilities (Park Water) Corp.\ngranting a license to extract 994 acre-feet of the City’s unused\ngroundwater pumping allocation rights for fiscal year 2024-2025, for a\ntotal fee of $49,700.\nCONCLUSION: If approved, staff will process the Water Right License\nand Agreement for signatures and will file a copy of the executed\nagreement with the Central Basin Watermaster.\nFISCAL IMPACT: The lease of the City’s 994 acre-feet of water rights\nto Liberty for fiscal year 2024-2025 will generate $49,700 in revenue\nfor the City’s Water Fund.\nATTACHMENTS:\nExhibit 1 - Resolution 2025-70\nExhibit 2 - Water Rights License and Agreement\nExhibit 3 - Proposal from Liberty Utilities\nExhibit 4 - Request for Proposals

10.12\nConsideration of a Resolution Authorizing the Installation of\nDisabled Person Parking Space Fronting 6035 Live Oak Street\nand the Installation of Red Curb Parking Restrictions Fronting\n5930 Cecilia Street and 7554-7558 Kress Avenue\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil:\n1. Adopt the attached Resolution authorizing the installation of\n15 feet of blue curb “disabled person parking” fronting 6035\nLive Oak Street; 3 feet of red curb “no parking” restrictions\nsoutherly of the 7554 Kress Avenue driveway and 5 feet of red\ncurb “no parking” restrictions northerly of the 7558 Kress\nAvenue driveway; and 3 feet of red curb “no parking”\nrestrictions on each side of the driveway fronting 5930 Cecilia\nStreet; and\n2. Rescind Resolution No. 2025-52\nCONCLUSION: If the City Council adopts the attached resolution,\nPublic Works will proceed with the installation of a disabled person\nblue curb parking space with appropriate signage fronting 6035 Live\nOak Street and the installation of red curb “no parking” restrictions at\n7554 and 7558 Kress Avenue, and at 5930 Cecilia Street.\nFISCAL IMPACT: The estimated cost for the installation of all parking\nrestrictions, including signage, is $1,250 and is available in the\ncurrent Street Maintenance Budget.\nATTACHMENTS:\nExhibit 1 – Resolution No. 2025-71

10.13\nConsideration of a Resolution Approving Amendment No. 2 to\nthe Measure R Funding Agreement #920000000MR306.52 for\nthe Eastern Avenue and Garfield Avenue Intersection Project\n(CIP No. 3881)\nRECOMMENDATION: It is staff's recommendation that the City\nCouncil adopt the attached Resolution approving Amendment No. 2\nto the Measure R Funding Agreement #920000000MR306.52 (“Funding\nAgreement”) between City of Bell Gardens and the Los Angeles\nCounty Metropolitan Transportation Authority for the Garfield Avenue\nand Eastern Avenue Intersection Improvement Project.\nCONCLUSION: An extension of the Funding Agreement will allow for\nthe completion of the planned realignment of the Garfield Avenue\nand Eastern Avenue intersection from a “Y” configuration to a “T”\nconfiguration.\nFISCAL IMPACT: There is no fiscal impact in executing Amendment\nNo. 2 to the Funding Agreement. 10.6\nA Resolution Delegating Authority to the City Manager or\nTheir Designee to Act on Behalf of the City of Bell Gardens\nwith the Public Risk Innovation, Solutions, and Management\n“PRISM” Authority\nRECOMMENDATION: It is recommended that the City Council\napprove the attached resolution, authorizing the City Manager or\ntheir designee to act on behalf of the City of Bell Gardens with the\nPublic Risk Innovation, Solutions, and Management “PRISM”\nAuthority.\nBACKGROUND/DISCUSSION: During the City Council meeting of\nDecember 9, 2024, the City Council approved a Professional Services\nAgreement with Alliant Insurance Services for Employee Benefits\nBroker Services effective January 1, 2025. As a client of Alliant\nInsurance Services, the City is accessing ancillary benefits such as\ndental and vision insurance via “PRISM” (Public Risk Innovation,\nSolutions, and Management) Health Pool.\nPRISM has requested that its member cities’ governing bodies adopt\na resolution delegating a person or position to act on the entity’s\nbehalf.\nCONCLUSION: The adoption of the resolution as requested by PRISM\nwould maintain the City as a member in good standing.\nFISCAL IMPACT: There is no fiscal impact to adopt the resolution.\nATTACHMENTS:\nExhibit 1 – Resolution No. 2025-65

10.7\nConsideration of a Resolution Updating the Citywide\nClassification and Compensation Plan to Eliminate the\nManagement Analyst Classification and Instead Replace it\nwith the Senior Management Analyst – Environmental\nServices Classification\nRECOMMENDATION: It is recommended that the City Council adopt\nthe attached resolution updating the Citywide Classification and\nCompensation Plan to eliminate the Management Analyst\nClassification and instead replace it with the Senior Management\nAnalyst – Environmental Services Classification.\nCONCLUSION: Approving the Senior Management Analyst Environmental Services will enable the City to achieve and maintain\ncompliance with environmental regulations.\nFISCAL IMPACT: The City’s Public Works Department is authorized\nfor a Management Analyst and a Senior Management Analyst position\nin the adopted classification plan. It is recommended that the City\nCouncil update the classification plan by eliminating the position of\nManagement Analyst and instead replace it with the position of\nSenior Management Analyst – Environmental Services.\nThe proposed amendment will result in a cost saving to the General\nFund. The proposed Senior Management Analyst – Environmental\nServices position will be funded with approximately $50,000 in\nMeasure W Funds, and the transfer of $15,000 in Waste Hauler\nManagement Franchise Funds to the Public Works Personnel Services\naccount. 10.8\nConsideration of a Resolution Approving a First Amendment\nto the Agreement with Global Urban Strategies, Inc. to include\na Historic Preservation and Recognition Program for the City\nof Bell Gardens\nRECOMMENDATION: It is staff's recommendation that the City\nCouncil adopt the attached Resolution approving a First Amendment\nto the Professional Services Agreement with Global Urban Strategies,\nInc. to revise the scope of work and increase the Year 1 Not-to-Exceed\ncompensation.\nCONCLUSION: The proposed First Amendment to the Professional\nServices Agreement expands the Consultant’s scope of work to\nsupport critical historic preservation efforts and pursue additional\ngrant opportunities. These enhancements will enable the City to\nbetter preserve its heritage and secure vital funding to improve the\nquality of life for the Bell Gardens community. 10.9\nConsideration of Adoption of Resolution Approving Grant\nAgreement No. 23369 Between the City of Bell Gardens and\nthe State of California Department of California Highway\nPatrol\nRECOMMENDATION: It is staff recommendation that the City Council\nadopt the attached Resolution approving Grant Agreement No. 23369\nwith the State of California Department of California Highway Patrol,\nthereby accepting grant funds.\nCONCLUSION: This would be the second year that the Police\nDepartment has been awarded the FY25/26 CTFGP Law Enforcement\n– Bell Gardens Police Department Grant. 11.2\nUse of Automated License Plate Reader (ALPR) Technology by\nthe Bell Gardens Police Department and Response to Public\nConcerns About Data Sharing\nRECOMMENDATION: It is staff's recommendation that the City\nCouncil receive and file the attached informational report regarding\nthe implementation of Flock Automated License Plate Reader (ALPR)\ntechnology by the Bell Gardens Police Department.\nCONCLUSION: The City of Bell Gardens Police Department considers\nALPR technology a valuable tool for protecting our community,\nrecovering stolen property, and solving serious crimes. The system is\nutilized with caution, under strict oversight, and in compliance with\nstate law. BGPD is dedicated to transparency, community\nengagement, and ensuring that this technology is not used for\nimmigration enforcement or in ways that infringe on civil liberties.\nFISCAL IMPACT: There is no fiscal impact associated with receiving\nthis report.\nATTACHMENTS:\nNone.

11.3\nFiscal Year 2024-2025 Year End Cardroom Revenue Update\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil discuss, receive and file the Fiscal Year 2024-2025 Cardroom\nRevenue update report.\nCONCLUSION: It is staff’s recommendation that the City Council\ndiscuss, receive and file the Fiscal Year 2024-2025 Year End Cardroom\nrevenue update report. Staff recommends that the City consider the\nfollowing to address and monitor City Revenue:\n1. Continue to closely monitor card room revenue.\n2. Continue to work through the Cardroom JPA.\n3. Develop contingencies to address any long-term reductions in\ncard room revenues.\n4.
