10.11\nConsideration of a Resolution Approving a Water Right\nLicense and Agreement with Liberty Utilities (Park Water)\nCorp. Granting a License to Extract 994 Acre-Feet of City's\nGroundwater Pumping Allocation Rights FY 2024-2025\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil adopt the attached Resolution approving a Water Right\nLicense and Agreement with Liberty Utilities (Park Water) Corp.\ngranting a license to extract 994 acre-feet of the City’s unused\ngroundwater pumping allocation rights for fiscal year 2024-2025, for a\ntotal fee of $49,700.\nCONCLUSION: If approved, staff will process the Water Right License\nand Agreement for signatures and will file a copy of the executed\nagreement with the Central Basin Watermaster.\nFISCAL IMPACT: The lease of the City’s 994 acre-feet of water rights\nto Liberty for fiscal year 2024-2025 will generate $49,700 in revenue\nfor the City’s Water Fund.\nATTACHMENTS:\nExhibit 1 - Resolution 2025-70\nExhibit 2 - Water Rights License and Agreement\nExhibit 3 - Proposal from Liberty Utilities\nExhibit 4 - Request for Proposals
