10.7\nConsideration of a Resolution Updating the Citywide\nClassification and Compensation Plan to Eliminate the\nManagement Analyst Classification and Instead Replace it\nwith the Senior Management Analyst – Environmental\nServices Classification\nRECOMMENDATION: It is recommended that the City Council adopt\nthe attached resolution updating the Citywide Classification and\nCompensation Plan to eliminate the Management Analyst\nClassification and instead replace it with the Senior Management\nAnalyst – Environmental Services Classification.\nCONCLUSION: Approving the Senior Management Analyst Environmental Services will enable the City to achieve and maintain\ncompliance with environmental regulations.\nFISCAL IMPACT: The City’s Public Works Department is authorized\nfor a Management Analyst and a Senior Management Analyst position\nin the adopted classification plan. It is recommended that the City\nCouncil update the classification plan by eliminating the position of\nManagement Analyst and instead replace it with the position of\nSenior Management Analyst – Environmental Services.\nThe proposed amendment will result in a cost saving to the General\nFund. The proposed Senior Management Analyst – Environmental\nServices position will be funded with approximately $50,000 in\nMeasure W Funds, and the transfer of $15,000 in Waste Hauler\nManagement Franchise Funds to the Public Works Personnel Services\naccount. The use of the Measure W and Waste Hauler Management\nFranchise Funds would reduce the expenditure of the General Fund\nto only $24,000 to fund this critically needed position.\nATTACHMENTS:\nExhibit 1 – Resolution No. 2025-66\nExhibit 2 - Updated Salary Schedule
