18.\nAdopt a Resolution to Amend the FY 2025-26 Operating Budget and Award a Professional\nServices Agreement to Volunteers of America of Los Angeles\nIt is recommended that the City Council take the following actions:\n1) Adopt the following resolution:\nRESOLUTION NO. 2025-85 - A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF POMONA, CALIFORNIA AMENDING THE CONSOLIDATED PLAN,\nFISCAL YEAR (FY) 2025-26 ANNUAL ACTION PLAN, AND FY 2025-26 CITY\nOPERATING BUDGET TO REALLOCATE $200,000 IN EMERGENCY SOLUTIONS\nGRANTS, RAPID UNSHELTERED SURVIVORS HOUSING (ESG-RUSH) FUNDS\nFOR RAPID RE-HOUSING ACTIVITIES\n2) Award a Professional Services Agreement to Volunteers of America of Los Angeles\n(VOALA) in the amount of $200,000; and,\nRegular Meeting Agenda\nAugust 4, 2025\n3) Authorize the City Manager, or designee, to execute all contracts, amendments and\nany other documentation requested for administering grant funds, subject to approval\nas to form by the City Attorney.
