3.\nCONSIDERATION AND APPROVAL TO RE-OPEN THE GENERAL RESERVE\nFUND 115, CLOSE FUNDS 152, 206, 209, 286, AND TRANSFER THE CASH\nBALANCES TO THE GENERAL RESERVE FUND\nIT IS RECOMMENDED THAT CITY COUNCIL:\n1. Authorize the Director of Finance to reopen the General Reserve Fund, 115; and\n2. Authorize the Director of Finance to establish and implement policies and\nprocedures requiring that any cash outflows from the General Fund Reserve be\npresented to and approved by the City Council; and\n3. Authorize the Finance Department to formally close the identified funds: 152, 206,\n209, 286, and transfer all remaining cash balances to the General Fund Reserve.
