10.\nAPPROVE THE PURCHASE OF FIVE POLICE DEPARTMENT ADMINISTRATION\nDIVISION VEHICLES AND SUPPLEMENTARY EQUIPMENT\nIT IS RECOMMENDED THAT CITY COUNCIL:\n1. Authorize the expenditure of funds to purchase five Police Administration Division\nvehicles from FCA US, LLC (DODGE), specifically Carville Chrysler Dodge Jeep\nRam in Greeneville, TN; and\n2. Approve Finance Department to draw the funds for this purchase from account\nnumber 111-7010-421-73-11 (Improvements – LT Vehicles); and\n3. Authorize the Chief of Police to purchase the vehicles and associated technology\nand emergency response equipment.

11.\nCONSIDERATION AND APPROVAL FOR ACCEPTANCE OF FY 2024 EDWARD\nBYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG) FUNDING AND\nAPPROPRIATION OF FUNDS FOR THE PURCHASE OF EQUIPMENT FOR THE\nPOLICE DEPARTMENT\nIT IS RECOMMENDED THAT CITY COUNCIL:\n1. Authorize the City Manager to accept funding provided through the Edward Byrne\nMemorial Justice Assistance Grant (JAG) program totaling $28,938; and\n2. Authorize the City Manager to be designated as the Grantee Official for the\npurpose of executing grant objectives, grant agreement, and documentation; and\n3. Authorize the Finance Department to designate appropriate expenditure and\nreimbursement accounts in the current 2025-2026 FY budget to support the funds\nassociated with this grant; and\n4. Authorize the Chief of Police to complete the projects designated by the grant\nagreement.

12.\nCONSIDERATION AND APPROVAL FOR ACCEPTANCE OF FY 2025-26\nCANABIS TAX FUND GRANT PROGRAM (CTFGP) AND APPROPRIATION OF\nFUNDS FOR THE PURCHASE OF QUALIFYING EQUIPMENT AND OPERATIONS\nIT IS RECOMMENDED THAT CITY COUNCIL:\n4. Adopt a Resolution accepting a grant award in the amount of $500,000 from the\nFY 2025–26 State of California, California Highway Patrol Cannabis Tax Fund\nGrant Program (CTFGP); and\n5. Authorize the City Manager to be designated as the Grantee Official for the\npurpose of executing grant objectives, grant agreement, amendments, and\ndocumentation; and\n6. Authorize the Finance Director to designate necessary accounts and appropriate\nthe amount of $500,000 in the City's FY 2025-26 budget to administer these grant\nfunds; and\n7. 3.\nCONSIDERATION AND APPROVAL TO RE-OPEN THE GENERAL RESERVE\nFUND 115, CLOSE FUNDS 152, 206, 209, 286, AND TRANSFER THE CASH\nBALANCES TO THE GENERAL RESERVE FUND\nIT IS RECOMMENDED THAT CITY COUNCIL:\n1. Authorize the Director of Finance to reopen the General Reserve Fund, 115; and\n2. Authorize the Director of Finance to establish and implement policies and\nprocedures requiring that any cash outflows from the General Fund Reserve be\npresented to and approved by the City Council; and\n3. Authorize the Finance Department to formally close the identified funds: 152, 206,\n209, 286, and transfer all remaining cash balances to the General Fund Reserve.

9.\nORDINANCE NO. 2025-10 TO CHANGE CITY COUNCIL MEETING DAYS FROM\nFIRST AND THIRD MONDAYS OF THE MONTH TO SECOND AND FOURTH\nTUESDAYS OF THE MONTH\nIT IS RECOMMENDED THAT CITY COUNCIL:\n1. Consider changing the day for the regular City Council meetings from the 1st and\n3rd Monday of every month to the 2nd and 4th Tuesday of every month; and\n2. If Council concurs, waive further reading and introduce an Ordinance amending\nOrdinance No. 2024-02, Amending Title 2 Chapter 1 Article 2 Section 2-1.201 of\nthe Huntington Park Municipal Code Relating to City Council Meetings; and\n3.
