12) CONSIDERATION TO ADOPT A RESOLUTION SETTING THE DATE, TIME AND PLACE OF A\nMAJORITY PROTEST PUBLIC HEARING ON THE PROPOSED WATER AND SEWER RATES\nINCREASE AND PROCEED WITH PROPOSITION 218 PROCESS\nRecommend that the City Council:\na. Accept the Robert D. Niehaus, Inc. 2025 Water and Sewer Rate Study;\nb. Approve its findings and proposed schedule of increased water and sewer service fees and\ncharges; and\nc. Adopt Resolution No. 8401 authorizing the following actions, pursuant to the Proposition\n218 process :\n1.\n2.\n3.\n4.\nSet the date, time and location of a majority-protest public hearing for October 6, 2025;\nApproves the master list of affected real property parcels;\nApprove rules and procedures for the submission of written protests; and\nDirects City staff to undertake all other procedures required by law, including the\nissuance and mailing of the 45-day public hearing prop 218 notice to affected property\nowners.\nADMINISTRATIVE REPORTS
