10) CONSIDERATION TO APPROVE CITY’S 2025 CROSS-CONNECTION CONTROL PLAN AND ADOPT\nA RESOLUTION ADOPTING THE CONTROL PLAN AS REQUIRED BY THE STATE WATER\nRESOURCES CONTROL BOARD\nRecommend that the City Council:\na. Approve the City’s 2025 Cross-Connection Control Plan; and\nb. Adopt Resolution No. 8400 adopting the City’s Cross Connection Plan as required by the\nState Water Resources Control Board to ensure the protection of the public potable water\nsupply from the risk of contamination or pollution due to cross connections.

11) CONSIDERATION TO AWARD CONTRACTS TO WILLDAN ENGINEERING FOR SANITARY SEWER\nMASTER PLAN DEVELOPMENT SERVICES, AND TO PREMIER PIPE, INC. FOR SEWER CCTV\nSERVICES\nRecommend that the City Council:\na. Award a Professional Services Agreement (Contract No. 2409) to Willdan Engineering to\nprovide Sanitary Sewer Master Plan Development Services, in an amount not to exceed\n$261,238;\nb. Award a Professional Services Agreement (Contract No. 2410) to Premier Pipe, Inc. to\nprovide Sanitary Sewer Closed Circuit Television Services, in an amount not to exceed\n$247,871;\nc. Authorize the City Manager, or designee, to make non-substantive changes and execute\nthe Agreements.

12) CONSIDERATION TO ADOPT A RESOLUTION SETTING THE DATE, TIME AND PLACE OF A\nMAJORITY PROTEST PUBLIC HEARING ON THE PROPOSED WATER AND SEWER RATES\nINCREASE AND PROCEED WITH PROPOSITION 218 PROCESS\nRecommend that the City Council:\na. Accept the Robert D. Niehaus, Inc. 2025 Water and Sewer Rate Study;\nb. Approve its findings and proposed schedule of increased water and sewer service fees and\ncharges; and\nc. Adopt Resolution No. 8401 authorizing the following actions, pursuant to the Proposition\n218 process :\n1.\n2.\n3.\n4.\nSet the date, time and location of a majority-protest public hearing for October 6, 2025;\nApproves the master list of affected real property parcels;\nApprove rules and procedures for the submission of written protests; and\nDirects City staff to undertake all other procedures required by law, including the\nissuance and mailing of the 45-day public hearing prop 218 notice to affected property\nowners.\nADMINISTRATIVE REPORTS

13) DISCUSSION AND CONSIDERATION TO APPROVE A SECOND READING TO ADOPT ORDINANCE\nNO. 1735 AMENDING CHAPTER 90 (TRAFFIC AND VEHICLES) OF THE SAN FERNANDO\nMUNICIPAL CODE TO IMPLEMENT A RESIDENTIAL PARKING PERMIT PROGRAM AND TO\nMODIFY PARKING RESTRICTIONS OF CERTAIN VEHICLES INCLUDING FOR USE AS HUMAN\nHABITATIONS\nRecommend that the City Council adopt Ordinance No. 1735 that was introduced for first\nreading at the City Council meeting of July 7, 2025, in title only, and waive all further readings\ntitled, “An Ordinance Of The City Council of the City Of San Fernando, California, Amending\nChapter 90 (Traffic And Vehicles) of the San Fernando Municipal Code to implement a\nResidential Parking Permit (RPP) Program and to modify parking restrictions of Campers,\nRecreational Vehicles, Utility Trailers and other Vehicles including those used for human\nhabitation”.

Accept $640,000 in Fiscal Year 2025-2026 Senate Bill 1: The Road Repair and Accountability\nAct of 2017 Funds and approve the proposed project list to be funded by the SB 1 Local\nStreets and Roads Program;\nb. Adopt Resolution No. 8399 accepting $640,000 in SB 1 funds and approving the list of\nprojects for Fiscal Year 2025-2026 totaling $600,000; and\nc.
