5. PUBLIC HEARING FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)\nAND HOME FUNDS 2025- 2029 CONSOLIDATED PLAN, 2025-2026 ANNUAL ACTION\nPLAN, AND ANALYSIS OF IMPEDIMENTS TO FAIR HOUSING CHOICE (AI) – F2M25-\n36, N2M25-40, M2M25-70\nThis is the time and place set by Notice No. N2M25-40 for the City Council to hold a public\nhearing regarding Community Development Block Grant (CDBG) and HOME funding for\nthe City of Alhambra’s proposed 2025-2029 Consolidated Plan and Annual Action Plan to\nreceive comment pursuant to and in compliance with the Federal Department of Housing\nand Urban Development (HUD) pre-submission requirements as outlined in section 24\nPart 91 of the Code of Federal Regulations. For FY 2025–2026, while HUD has not\nofficially notified the City of its funding allocations, the City can proceed with the hearing\nof its Consolidated Plan and Annual Action Plan. Using an estimated funding amount\nbased on the FY 2024–2025 CDBG and HOME allocations, the City of Alhambra\nanticipates receiving approximately $834,539 in CDBG funds and $440,224 in HOME\nfunds from HUD. If the actual FY 2025-2026 allocations for CDBG or HOME are greater\nor less than the estimates used, the amount for each project will be increased or\ndecreased at the same percentage, with Admin, CHDO Reserve, and Public Services\namounts (as applicable) rounded down to the nearest dollar to remain under the funding\ncaps. The following programs are proposed for funding through CDBG and HOME during\nFY 2025-2026:\nProposed Work Program (CDBG) $834,539\nAdministration $141,908\nFair Housing Services $25,000\nHousing Rehabilitation $342,450\nCode Enforcement $200,000\nPublic Services (Senior Case\n$125,181\nManagement)\nProposed Work Program (HOME) $440,224\nAdministration $44,022\nCHDO (New Construction) $66,034\nHousing Rehabilitation $330,168\nThe HCDA Citizen Advisory Committee was expected to review the Five-Year\nConsolidated Plan, the One-Year Annual Action Plan, and the Analysis of Impediments to\nFair Housing Choice (AI), however, a quorum with the HCDA could not be secured for the\nregularly scheduled meetings of April 1, 2025, and May 6, 2025, or for a Special Meeting\nof the HCDA on May 7, 2025. As a result, individual feedback from committee members\nwas encouraged. One comment was received. The notice for this hearing and the 30-day\npublic review period for the 2025–2029 Consolidated Plan, 2025–2026 Annual Action\nPlan, and Analysis of Impediments to Fair Housing Choice (AI) were published in the\nPasadena Star-News, La Opinion, and World Journal newspapers. The documents were\nmade available for review at City Hall, the Library, and on the City’s CDBG Program\nAdministration website. The public comment period was conducted from April 11, 2025 to\nMay 12, 2025. As of the date of drafting this report, no public comments were received.\nRecommended Action: After receiving public testimony, the Mayor should close the\npublic hearing and, at the City Council's discretion, approve the proposed FY 2025-2029\nConsolidated Plan, FY 2025-2026 Annual Action Plan, and Analysis of Impediments to\nFair Housing Choice (AI) for the Community Development Block Grant (CDBG) and\nHOME programs, and authorize staff to submit these plans to the U.S. Department of\nHousing and Urban Development (HUD).
