12B. Council Initiated Item from Mayor Ehlers regarding reconsideration of Hygeia\nRoundabout as an additional potential City Smart Growth Project to submit for\nthe SANDAG Smart Growth Incentive Program (SGIP) Cycle 6.\nEnvironmental Considerations: The actions being considered by the City\nCouncil are not subject to the California Environmental Quality Act (CEQA)\nbecause they are not a "project" per Section 15378(b)(5) of the CEQA\nGuidelines. The action authorizes staff to implement an organizational or\nadministrative activity of government that by itself will not result in a direct or\nindirect physical change in the environment. This item is related to the City’s\nClimate Action Plan (CAP) and supports the implementation of the following\nCAP Measures CET-1 Complete and Implement the Citywide Active\nTransportation Plan and CET-3 Improve Traffic Flow.\nRecommended Action: 1. Approve a one-time exception to Policy C003 to\nallow this Council-initiated item (April 9, 2025, Item 12B) to be submitted after\nthe specified policy deadline. 2.
