3. HISTORIC PRESERVATION COMMISSION – F2M20-51\nOver the past few months, the Historic Preservation Commission (HPC) has been working\non reviewing the Draft Historic Preservation Ordinance. During the course of this work,\nsome Commissioners have raised certain issues. Staff will present responses based upon\nstaff’s understanding of the City’s Council’s expectations for the creation of a Historic\nPreservation Ordinance, and operation of the HPC with respect to: Request to Revisit\nHistoric Context Statement (Phase I) and Historic Resources Survey (Phase II); Adding\nItems to the Commission Agenda and Providing Direction to Staff; Providing Links for\nVirtual Meetings; Moving Public Comment to the Beginning of the Agenda; and Pre-\nmeeting Calls. Additionally, since the HPC meeting on January 22, 2025, Historic\nResources Group contacted staff to discuss the project budget. Due to the level of detail\nrequired by the Commission, the additional time spent preparing for, and attending\nmeetings is impacting costs. Staff anticipates presenting a contract amendment to the\nCouncil requesting an increase in the budget in order to complete the project.\nRecommended Action: City Council receive and file this report, or direct staff as\ndeemed appropriate.
