City Council discussion regarding outdoor dining as it relates to new state\nlegislation, preliminary options from the coastal parking study, and desired\nmodifications to current outdoor dining permitting processes. Environmental\nConsiderations: In accordance with the CEQA Guidelines, the proposed\nactions are exempt from environmental review pursuant to Section 15060(c)\n(3) of the CEQA Guidelines since the actions are not a "project" pursuant to\nSection 15378(b)(5). The actions are an organizational or administrative\nactivity of government that will not result in a direct or indirect physical change\nin the environment.
