2. FIRST READING OF ORDINANCES APPROVING DEVELOPMENT 24-230\nAGREEMENT (DA-20-02), REZONE (R-20-01), AND SPECIFIC PLAN\n(SP-20-01), AND ADOPTION OF RESOLUTION AMENDING CERTAIN\nCONDITIONS OF APPROVAL FOR THE ONE METRO WEST\nPROJECT LOCATED AT 1683 SUNFLOWER AVENUE\nRECOMMENDATION:\nStaff recommends the City Council:\n1. Find that the proposed amendments are in substantial conformance with the\nFinal Environmental Impact Report (EIR) for the One Metro West project\n(State Clearing House No. 2019050014), including a mitigation monitoring\nprogram and statement of overriding considerations, which was certified by\nthe City Council on May 4, 2021, and that no further environmental review\nunder CEQA is required pursuant to CEQA Guidelines Section 15162.\n2. Introduce for first reading, by title only, Ordinance No. 2024-XX approving\nDevelopment Agreement 20-02, modifying payment of impact fees and\ncommunity benefits funding from one year to five years and clarifying the\nAgreement’s effective date.\n3. Introduce for first reading, by title only, Ordinance No. 2024-XX approving\nRezone 20-01.\n4. Introduce for first reading, by title only, Ordinance No. 2024-XX approving\nSpecific Plan 20-01.\n5.
