3. 2024-2025 ANNUAL ACTION PLAN FOR CDBG AND HOME PROGRAMS – F2M24-\n48, N2M24-51, M2M24-85\nThis is the time and place set by Notice No. N2M24-51 for the City Council to hold a public\nhearing to consider the proposed Community Development Block Grant (CDBG) and\nHOME funding for the City of Alhambra’s proposed 2024-2025 Annual Action Plan and to\nreceive comment pursuant to and in compliance with the Federal Department of Housing\nand Urban Development (HUD) pre-submission requirements. For FY 2024-25, while HUD\nhas not officially notified the City of its funding allocations, pursuant CPD Notice 24-01,\nthe City can proceed with the hearing of its Action Plan using an estimated funding amount\nbased on the FY 2023-24 CDBG and HOME allocations. The City will delay the submission\nof the FY 2024-25 Action Plan in the Integrated Disbursement and Information System\n(IDIS) until the FY 2024-25 CDBG and HOME allocations have been announced by HUD.\nThe City of Alhambra estimates it will receive $847,164 in CDBG entitlement funds and\nhave available $464,149 in unallocated prior year funds for a total of $1,311,313 from\nCDBG. The City also expects to receive $569,982 in HOME funds. If the actual FY 2024-\n25 allocations for CDBG of HOME are greater or less than the estimates used, the amount\nfor each project will be increased or decreased at the same percentage, with the Admin,\nCHDO Reserve, and Public Services amounts (as applicable) rounded down to the\nnearest dollar to remain under the funding caps. The notice for this\nhearing and the 30-day public review of the 2024-25 Annual Action Plan was published in\nthe Pasadena Star News, La Opinion, and World Journal newspapers. The plan was also\navailable for review at City Hall and on the City's website. As of the date of drafting this\nreport, no public comments were received.\nRecommended Action: After receiving public testimony, the Mayor should close the\npublic hearing and, at the City Council’s discretion, approve the proposed 2024-2025\nAnnual Action Plan for the Community Development Block Grant (CDBG) and HOME\nprograms and authorize staff to submit the plan to the U.S. Department of Housing and\nUrban Development (HUD).
