AWARD CONTRACT: 2024 USDA SUMMER FOOD SERVICE PROGRAM – F2M24-25,\nN2M24-27, C2M24-30, M2M24-69\nOn February 26, 2024, the City Council approved the distribution of a Notice Inviting Bids\nfor the 2024 Summer Food Service Program. Staff included the following food vendors in\nthe bidding process: Food Service Outreach, Inc., San Gabriel Unified School District, JA\nFood Service, School Nutrition Plus, Inc., and Unity Meals. On April 18, 2024, the City\nClerk received two bids in the amount of $88,560.00 and $91,420.80. The bid received by\nSchool Nutrition Plus, Inc. is the lowest responsive bid.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and the City Attorney, by and between the City of Alhambra\nand School Nutrition Plus, Inc., for the 2024 Summer Food Service Program in the amount\nof $88,560.00; and, direct staff to take the steps necessary to finalize Council’s action.\n(M2M24-69)\n6\n5-13-24

CONTRACT APPROVAL: ALHAMBRA CENTRAL BUSINESS DISTRICT\nASSOCIATION FOR FISCAL YEAR 2024-2025 – F2M21-50, C2M24-31, M2M24-70\nStaff requests City Council approval of an agreement with the Alhambra Central\nBusiness District Association (ACBDA) for the 2024-2025 fiscal year. Since 1974 the\nCity has maintained agreements with the ACBDA to provide promotional support to the\nmerchants in the Central Business District of Alhambra. These merchants have an\nassessment placed upon them, in accordance with the Alhambra Municipal Code,\nSection 5.04.201, which is collected by the City and allocated for marketing and\npromotion activities specific to the District area. According to the City’s agreement with\nthe ACBDA, a maximum of ninety percent (90%) of the total funds collected each year\nby the City may be allocated to the ACBDA.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to the Alhambra Central Business District\nAssociation (ACBDA) for the promotion of the Central Business District for the 2024-2025\nfiscal year; and, direct staff to undertake the steps necessary to finalize Council’s action.\n(M2M24-70)

RESOLUTION AMENDING THE CITY’S CONFLICT OF INTEREST CODE – F2M2-90,\nR2M24-17\nAs part of the biennial review process and due to the fact that recent appointments made\nto the City’s Historic Preservation Commission have created a quorum for the Commission\nwhich will allow for meetings to be held, staff has reviewed the City’s Conflict of Interest\nCode and the current list of positions listed in the Code and is recommending the attached\namendment, which will bring current the list of positions and the categories under which\nthey are required to report their financial interests.\nRecommended Action: City Council adopt Resolution No. R2M24-17 entitled: A\nResolution of the Alhambra City Council amending the City of Alhambra’s Conflict of\nInterest Code; and, direct the City Clerk to incorporate the amendment into the City’s\nConflict of Interest Code.

RESOLUTION MAKING APPOINTMENTS TO THE BOARD OF DIRECTORS OF THE\nCOUNTY SANITATION DISTRICT NOS. 2 &16 OF LOS ANGELES COUNTY\nREQUIRED IN CONNECTION WITH THE UPCOMING REORGANIZATION OF THE\nCITY COUNCIL – F2M24-46, R2M24-18\nOn August 28, 2023, in accordance with Alhambra City Charter Sec. 29, the Alhambra\nCity Council reorganized and rotated the offices of Mayor, Vice Mayor and Councilpersons\nof various departments for the nine-month period ending May 27, 2024. Adoption of a\nResolution is required in connection with the upcoming reorganization of the City Council;\ni.e., designating the City’s Board members to the Los Angeles County Sanitation District\nNos. 2 and 16. 14. NOTICE INVITING BIDS: INTERIOR COATINGS OF TREATMENT VESSELS 204 A\nAND 204 B AT THE GROUND WATER TREATMENT PLANT – F2M24-47, N2M24-62\nThe two water treatment Vessels 204 A and 204 B at the Ground Water Treatment Plant\nhave not been working due to the extent of the coating’s failure. It was determined that\nboth vessels need to be recoated. The Ground Water Treatment Facility has built in\nredundancy, therefore removing these vessels from service to complete the repairs will\nhave no loss in production from the facility. Plans and specifications for the project have\nbeen prepared; staff has reviewed the plans, and found them to be consistent with the\nCity’s standards.\nRecommended Action: City Council approve the distribution of a Notice Inviting Bids\nto qualified contractors for the Interior Coatings of Water Treatment Vessels 204 A and\n204 B at the Ground Water Treatment Plant with bids due no later than 10:30 a.m. on May\n30, 2024.

15. AWARD CONTRACT: WATER QUALITY TESTING LABORATORY SERVICES –\nF2M21-29, RFP2M24-2, C2M24-32, M2M24-71\nThe City of Alhambra, as the operator of a community water system, is required by the\nState Water Resources Control Board (SWRCB) to conduct a variety of sampling and\nanalytical analyses for drinking water. All tests must be performed in a certified laboratory\nwhich meets State standards. On February 14, 2024, staff circulated a Request for\nProposals to qualified companies for water quality testing laboratory services. On March\n14, 2024, proposals were received from five companies. A review committee comprised\nof three Utilities Department staff members reviewed the five proposals submitted. Staff\nevaluated the proposals based on qualifications, experience, references, technical\napproach, responsiveness, and cost. As a result, the review committee agreed that\nEurofins Eaton Analytical, LLC was the most responsive firm.\nRecommended Action: City Council approve a contract, subject to final language\napproval by the City Manager and City Attorney, by and between the City of Alhambra and\nEurofins Eaton Analytical, LLC for water quality testing laboratory services in an amount\nnot to exceed $100,000.00; authorize the City Manager to renew the contract for three\nadditional terms if services are satisfactory; and, direct staff to undertake the steps\nnecessary to finalize Council’s action. AWARD CONTRACT: PURCHASE OF WATER METERS – F2M24-6B, C2M24-33,\nM2M24-72\nEvery year, the Utilities Department implements a water meter replacement program to\nreplace broken, old, and inaccurate water meters throughout the City. Water meters are\nalso required for new development and to complete meter installations for the Advanced\n8\n5-13-24\nMetering Infrastructure (AMI) System. Replacement of water meters is critical to ensure\nmeter accuracy for billing. At this time, staff needs to order meters to place into inventory\nto ensure a sufficient supply is available for the Department’s needs. The Sensus Flexnet\nSystem is utilized in Alhambra to read the water meters on a bi-monthly basis. Thirkettle\nCorporation dba Aqua-Metric Sales Company is the sole distributor in the State of\nCalifornia of Sensus Meters, which is the meter supported by the Sensus Flexnet AMI\nSystem.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, by and between the City of Alhambra and\nThirkettle Corporation dba Aqua-Metric Sales Company, for the purchase of water meters\nand accessories in an amount not to exceed $550,000.00; and, direct staff to undertake\nthe steps necessary to finalize Council’s action. 17. AWARD CONTRACT: EMERGENCY STORM DRAIN PIPE REPAIR AT RAMONA\nAVENUE – F2M24-16, C2M24-34, M2M24-73\nOn March 27, 2024, the City received a call regarding a sinkhole in the vicinity of 2812 W.\nRamona Avenue. Staff arrived at the site and closed the traffic lane for safety purposes.\nStaff investigated and found the corrugated metal storm drain had rusted and created a\nvoid under the pipe. This caused the soil around the pipe to settle during heavy rains,\nresulting in the pavement failure. Staff contacted local contractors and received price\nquotes from two available contactors - Sancon Technologies, Inc. in the amount of\n$143,600.00, and Grbcon, Inc. in the amount of $234,982.00. Due to the nature of the\nemergency, staff authorized work with Sancon Technologies, Inc. They removed and\nreplaced 15 feet of the corrugated pipe, and cleaned and lined the remaining 285 feet of\nthe storm drain pipe.\nRecommended Action: City Council ratify award of the contract to Sancon\nTechnologies, Inc. for the Emergency Storm Drain Pipe repair at Ramona Avenue in an\namount not to exceed $143,600.00; and, direct staff to undertake the steps necessary to\nfinalize Council’s action. AWARD CONTRACT: WATER MAIN REPLACEMENT PROJECT ON MARENGO\nAVENUE – F2M24-34, N2M24-37, C2M24-35, M2M24-74\nOn March 11, 2024, the City Council approved the distribution of Notice Inviting Bids for\nthe Water Main Replacement Project on Marengo Avenue between Grand Avenue and\nAlhambra Road. On April 18, 2024, bids were opened by the City Clerk. Eleven bids were\nreceived, which ranged from $659,105.00 to $1,008,775.00. CEM Construction Corp.,\nsubmitted the lowest qualified bid at $659,105.00. Staff reviewed the bid submitted by\nCEM Construction Corp., and found it to be in full compliance and conformance with the\nproject specifications.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, by and between the City of Alhambra and\nCEM Construction Corp. for the Water Main Replacement Project on Marengo Avenue in\nan amount not to exceed $659,105.00; find the Project categorically exempt from\nCalifornia Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301\n9\n5-13-24\n(b); and, direct staff to undertake the steps necessary to finalize Council’s action. AWARD CONTRACT: PROFESSIONAL ENGINEERING DESIGN SERVICES FOR THE\nBURKE HERITAGE PARK AND MARENGO YARD STORMWATER CAPTURE\nPROJECT – F2M21-63, RFP2M24-5, C2M24-36, M2M24-75\nOn February 26, 2024, the City Council approved the distribution of a Request for\nProposals (RFP2M24-5) for Engineering Design Services for the Burke Heritage Park and\nMarengo Yard Stormwater Capture Project. The City received five proposals for the\nproject. A review committee comprised of four staff members reviewed the submitted\nproposals. Staff evaluated the proposals based on qualifications, experience, references,\ntechnical approach, responsiveness and cost. CWE was selected as the most appropriate\nfirm to perform the proposed scope.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, by and between the City of Alhambra and\nCWE for Engineering Design Services for the Burke Heritage Park and Marengo Yard\nStormwater Capture Project in an amount not to exceed $784,299; and, direct staff to\nundertake the steps necessary to finalize Council’s action. 2. PUBLIC WORKS MAINTENANCE & IMPROVEMENT DISTRICT FISCAL YEAR 2024-\n2025 RENEWAL – F2M24-44, N2M24-55, R2M24-15\nThis is the time and place set by Notice No. N2M24-55 for the City Council to hold a public\nhearing to consider the following:\nA. The Public Works Maintenance and Improvement District No. 1 - Zone A includes the\ndowntown area only and was established to provide a source of funding to operate\nand maintain specialized improvements. Those improvements include items such as\ndecorative sidewalk planters, landscape medians, decorative sidewalk and paving and\nthe Washington Twin streetlights. This assessment is proposed to be unchanged from\nthe 2023-24 level; and,\nB. The Public Works Maintenance and Improvement District No. 1 - Zone B was\nestablished to fund debt service on a bond issue and ongoing maintenance and\noperation of the City-wide street lights, sidewalks, curb and gutters, streets, street\ntrees, median landscaping and municipal parking lots and structures. The work is\n2\n5-13-24\nperformed by a combination of a concrete crew, a two-person electrical crew (who also\nmaintain traffic signals), an asphalt crew, and contractors. This assessment is\nproposed to be unchanged from the 2023-24 level; and,\nC. The Public Works Maintenance and Improvement District No. 1 - Zone C was\nestablished in 1987 and includes generally those properties located on both sides of\nMain Street, between Atlantic and Palm, and on both sides of Palm, between Main and\nCommonwealth. The purpose of Zone C is to provide funding for the ongoing\nmaintenance and operation of the public improvements, which were constructed in the\nAuto Row area and include the grass parkway, the feature lights between Atlantic and\nOlive, and the street trees. This assessment is proposed to be unchanged from the\n2023-24 level.\nRecommended Action: After receiving public testimony, the Mayor should close the\npublic hearing and the City Council should adopt Resolution No. R2M24-15 entitled: A\nResolution of the Alhambra City Council ordering the renewal of the City of Alhambra\nPublic Works Maintenance and Improvements District No. 1 for Fiscal Year 2024-2025,\nconfirming the Assessment Diagram and Assessment therefor and providing for the\nAssessment Levy in connection therewith

20. CONTRACT EXTENSION: TREE MAINTENANCE AND PLANTING SERVICES – F96-\n35, C2M10-26, M2M24-76\nWest Coast Arborists (WCA) has been the City’s Tree Maintenance Contractor since\n1997. They have provided the City with a successful tree maintenance program, which\nincludes a web-based tree inventory program. Tree service costs have increased over\nthe years; however, when compared to other cities in the Valley, WCA has held our\ncontract pricing under the average contract tree trimming pricing in the San Gabriel Valley.\nThe current contract with WCA is set to expire on June 30, 2024. City staff met with\nrepresentatives from WCA and WCA provided the City with an estimate for five (5) years.\nAt the end of five years, WCA’s pricing will still be below that of surrounding cities. The\nlongstanding relationship with the City is the reason for this. Funding for the program will\nbe from the Landscape Maintenance Assessment Districts and from the Parks and\nRecreation Department budget. The City has been very satisfied with the service provided\nby WCA. In accordance with Alhambra Municipal Code Section 3.38.050, staff\nrecommends the contract be extended.\nRecommended Action: City Council award a five (5) year contract extension,\nsubject to final language approval by the City Manager and City Attorney, to West Coast\nArborists for parkway tree maintenance in an amount of $800,000.00 each fiscal year for\ntree maintenance services for trees in the public right of way, at City parks and the golf\ncourse; and, direct staff to undertake the steps necessary to finalize the Council’s action.\n(M2M24-76)

21. CONTRACT AMENDMENT: PROFESSIONAL SERVICES FOR THE ASSESSMENT\nAND PLANS SPECIFICATIONS AND COST ESTIMATES FOR THE CITYWIDE BUS\nSTOP IMPROVEMENTS PROJECT – F2M21-68, C2M22-7, M2M24-77\n10\n5-13-24\nOn March 14, 2022, the City Council awarded a contract to Huitt-Zollars, Inc. to provide\nassessment and professional design services for the Citywide Bus Stop Improvements\nProject in the amount of $117,965.00. Due to an increased scope of work during the\npreparation of the Plans, Specifications and Estimates, it was determined that additional\npreparation, research and design for the project was necessary to complete the scope.\nThis additional work is an unforeseen change to the original contract; as such, staff is\nrecommending an increase of $20,000.00. All other provisions of the contract remain\nunchanged.\nRecommended Action: City Council approve an amendment, subject to final\nlanguage approval by the City Manager and City Attorney, to the contract with Huitt-Zollars\nInc. (C2M22-7) for the Assessment and Professional Design Services for the Citywide Bus\nStop Improvements Project; appropriate funding of $20,000.00 from the Prop A fund\nbalance, for a total contract amount of $137,965.00; and, direct staff to undertake the steps\nnecessary to finalize Council’s action. 22. ALLEY DEDICATION: 2000 S. CAMPBELL AVENUE – F2M24-8, M2M24-78, D2M24-\n2032\nStaff requests that the City Council accept an alley dedication for the project located at\n2000 S. Campbell Avenue. As part of the approval for the project located at the\naforementioned address, a 2-foot dedication of property adjacent to the existing alley was\nrequired. The sketch and legal description have been completed and been reviewed and\napproved by the City Engineer.\nRecommended Action: City Council adopt Minute Order No. M2M24-78 as follows:\nRESOLVED by the Alhambra City Council as follows: This Council hereby\naccepts that certain Easement (Deed No. D2M24-2032) from Tiffany Duyen\nMy Thi Lam granting to the City of Alhambra an easement for public alley\npurposes and appurtenant facilities the real property in the City of Alhambra,\nCounty of Los Angeles, State of California, more particularly described as\nfollows:\nThe northerly two feet of Lot 7 of Tract No. 6112, in the City of\nAlhambra, County of Los Angeles, State of California, as per\nMap recorded in Book 95, Page 90 of Maps, in the Office of\nCounty Recorder of said County.\nand, direct staff to undertake the steps necessary to finalize Council’s action.

AWARD CONTRACT: ENVIRONMENTAL ASBESTOS ABATEMENT AT THE SHORB\nCLINIC – F2M24-21, N2M24-3, C2M24-37, M2M24-79\nOn January 8, 2024, the City Council approved the distribution of a Notice Inviting Bids for\nthe Environmental Asbestos Abatement at the former Alhambra Health Center located at\n612 West Shorb Avenue. The Project includes the removal of asbestos-containing\nmaterials and lead-based paint. On April 11, 2024, the City Clerk received five bids for the\nProject which bids ranged from $184,000 to $776,200. The bid received from Unlimited\nEnvironmental Inc. was the lowest responsive bid. The project will be funded by the State\nof California under a grant administered by the State Department of Parks and Recreation.\n11\n5-13-24\nRecommended Action: City Council award a contract, subject to the final language\napproved by the City Manager and City Attorney, to Unlimited Environmental Inc. in the\namount of $184,000 for the Environmental Asbestos Abatement at the former Alhambra\nHealth Center located at 612 West Shorb Avenue; and, direct staff to undertake the steps\nnecessary to finalize the Council’s action. 24. AWARD CONTRACT: BROADCASTING AND VIDEO PRODUCTION OF CITY\nCOUNCIL MEETINGS – F2M24-31, RFP2M24-3, C2M24-38, M2M24-80\nOn February 26, 2024, the City Council authorized the distribution of a Request for\nProposals for the broadcasting and video production of City Council meetings. The current\ncontract for Council meeting broadcasting expires on June 30, 2024. The City received a\ntotal of five proposals. A team of staff members consisting of the City Clerk, Deputy City\nManager and Public Information Specialist reviewed each of the proposals submitted. The\nproposals were evaluated based on qualifications of the consultant including background;\nreferences; proposed staffing; thoroughness of the proposed schedule; scope of work;\nquality of customer service and cost. At the conclusion of the evaluation process, the team\nunanimously recommended Studio Spectrum for the award of contract due to the\nthoroughness of their proposal, extensive qualifications and positive experience with the\nCity of Alhambra for over 20 years.\nRecommended Action: City Council award a three-year contract, subject to final\nlanguage approval by the City Manager and City Attorney, to Studio Spectrum in the\namount of $102,745.20 per year pursuant to the number of meetings conducted through\nJune 30, 2027, with the option to extend an additional two years, for the broadcasting,\nvideotaping and production of City Council Meetings; authorize the City Manager to sign\nan extension assuming satisfactory performance; and, direct staff to undertake the steps\nnecessary to finalize Council’s action. 25. APPROVAL TO AMEND A FUNDING SOURCE UNDER THE POLICE DRONE\nCONTRACT WITH AERODOME – F2M24-6B, C2M24-18, M2M24-81\nOn March 11, 2024, the City Council approved a three-year contract with Aerodome, Inc.\nfor the lease and services of a drone as a first responder system and equipment. Staff\nindicated that funding in the amount of $65,000 was available under account number\n206.20.2010.62210 to help offset the contract costs in Fiscal Years 2023-24 and 2024-25.\nHowever, this funding source is incorrect and staff is requesting the fund be changed from\n206 (Asset Forfeiture) to 201 (Supplemental Law Enforcement Services Fund). Since the\nCity’s Finance Procedures preclude the Finance Director from transferring appropriations\nbetween different funds, this matter requires Council approval.\nRecommended Action: City Council approve and direct the Finance Director to\namend one source of funding under the Aerodome, Inc. contract for the Police\nDepartment’s drone system; and, direct staff to undertake the steps necessary to finalize\nCouncil’s action. 26. CONTRACT RENEWAL: ANIMAL CARE AND CONTROL SERVICES – F97-40, C2M6-\n40, M2M24-82\n12\n5-13-24\nThe Los Angeles County Department of Animal Care and Control has been providing\nanimal care and control services to the City since 1978. These services include, but are\nnot limited to field patrol, animal housing and sheltering facilities, animal licensing,\nveterinary care, removal of dead animals and the enforcement of animal code laws. The\nexisting five-year agreement expires on June 30, 2024. At the option of the County Board\nof Supervisors and with the consent of the City Council, the existing agreement can be\nrenewed for successive periods not to exceed five years each. The County’s performance\nunder the contract has been satisfactory; as a result, staff is recommending continuation\nof the contract.\nRecommended Action: City Council renew for a successive five-year period the\nAnimal Care and Control Services contract with the Los Angeles County Department of\nAnimal Care and Control from July 1, 2024 through June 30, 2029, subject to final\nlanguage approval by the City Manager and City Attorney; authorize the City Manager to\nexecute the five-year extension; and, direct staff to undertake the steps necessary to\nfinalize Council’s action. ACCEPTANCE OF A GRANT FROM THE U.S. DEPARTMENT OF HOUSING AND\nURBAN DEVELOPMENT FOR THE JOSLYN SENIOR CENTER FACILITY\nIMPROVEMENT PROJECT – F2M24-18, M2M24-83\nIn March 2023, staff submitted an application for $500,000 in congressionally directed\ngrant funding for the Joslyn Senior Center Facility Improvement Project, to Senator Dianne\nFeinstein and Representative Judy Chu. The application was sponsored by\nRepresentative Chu to the House Appropriations Committee for funding and supported by\nSenator Feinstein to the Senate Appropriations Committee in the 2023-2024 Federal\nFiscal Year. On May 6, 2024, staff was notified by HUD’s Office of Community Planning\nand Development (CPD), Office of Economic Development – Congressional Grants\nDivision that the grant was funded.\nRecommended Action: City Council accept a grant in the amount of $500,000 for\nthe Joslyn Senior Center Facility Improvement Project from the U.S. Department of\nHousing and Urban Development (HUD) Fiscal Year 2024 Economic Development\nInitiative (EDI) - Community Project Funding (CPF) grant; appropriate revenue and\nexpenditure funds; authorize the City Manager, or designee, to execute all documents\nrelated to grant implementation; and, direct staff to undertake the steps necessary to\nfinalize the Council’s action. ACCEPTANCE OF A GRANT FROM THE U.S. DEPARTMENT OF HOUSING AND\nURBAN DEVELOPMENT FOR THE ALHAMBRA FIRE DEPARTMENT AMBULANCE –\nF2M24-18, M2M24-84\nIn March 2023, staff submitted an application for $450,000 in congressionally directed\ngrant funding for the purchase of an Alhambra Fire Department ambulance, to Senator\nDianne Feinstein and Representative Judy Chu. The application was sponsored by\nSenator Feinstein to the Senate Appropriations Committee and supported by\nRepresentative Chu to the House Appropriations Committee in the 2023-2024 Federal\nFiscal Year. 3. 2024-2025 ANNUAL ACTION PLAN FOR CDBG AND HOME PROGRAMS – F2M24-\n48, N2M24-51, M2M24-85\nThis is the time and place set by Notice No. N2M24-51 for the City Council to hold a public\nhearing to consider the proposed Community Development Block Grant (CDBG) and\nHOME funding for the City of Alhambra’s proposed 2024-2025 Annual Action Plan and to\nreceive comment pursuant to and in compliance with the Federal Department of Housing\nand Urban Development (HUD) pre-submission requirements. For FY 2024-25, while HUD\nhas not officially notified the City of its funding allocations, pursuant CPD Notice 24-01,\nthe City can proceed with the hearing of its Action Plan using an estimated funding amount\nbased on the FY 2023-24 CDBG and HOME allocations. The City will delay the submission\nof the FY 2024-25 Action Plan in the Integrated Disbursement and Information System\n(IDIS) until the FY 2024-25 CDBG and HOME allocations have been announced by HUD.\nThe City of Alhambra estimates it will receive $847,164 in CDBG entitlement funds and\nhave available $464,149 in unallocated prior year funds for a total of $1,311,313 from\nCDBG. The City also expects to receive $569,982 in HOME funds. If the actual FY 2024-\n25 allocations for CDBG of HOME are greater or less than the estimates used, the amount\nfor each project will be increased or decreased at the same percentage, with the Admin,\nCHDO Reserve, and Public Services amounts (as applicable) rounded down to the\nnearest dollar to remain under the funding caps. APPROPRIATION OF FUNDS AND CONTRACT AMENDMENT WITH ALL CITY\nMANAGEMENT SERVICES (ACMS) AND ENTER INTO A REIMBURSEMENT\nAGREEMENT WITH ALHAMBRA UNIFIED SCHOOL DISTRICT FOR SUMMER\nSCHOOL CROSSING GUARD PROGRAM – F2M22-62, C2M23-90, M2M24-87\nOn November 13, 2023, City Council awarded a contract to All City Management Services\nfor the School Crossing Guard Program for an 18-month period through June 2025 in the\namount not to exceed $615,603.60. Historically, Alhambra Unified School District (AUSD)\nhas paid for crossing guards for their summer school program, although this year AUSD\nhas requested the City manage the contract for summer school. Staff is requesting to\namend the contract with ACMS to expand the scope of services to include summer school\ncrossing guard services for 2024 and 2025 and appropriate additional funds in the amount\nof $68,652.80 to fund the summer school program in 2024 and 2025. AUSD will reimburse\nthe City for the expenditures relating to the summer school crossing guard program. AWARD CONTRACT: ACCESS CONTROL SYSTEM SERVICES AT THE CITY’S FIRE\nDEPARTMENT STATIONS – F2M24-16, C2M24-39, M2M24-88\nThe Fire Department stations are 24-hour fire and safety response facilities. The buildings\ncontain offices, living quarters, locker rooms and storage for firefighting apparatus,\npersonal protective equipment, fire hoses and other specialized equipment for Fire\nDepartment staff. Fire Department staff solicited quotes for an access control system at\nall four stations with the lowest quote received from Access Tech Security in the amount\nof $49,924.87. RESOLUTION TO APPLY TO CAL FIRE’S URBAN AND COMMUNITY GRANT\nPROGRAM – F2M24-18, R2M24-21\nStaff requests that the City Council adopt a resolution to apply to Cal Fire’s Urban and\nCommunity Grant Program. This grant will fund crucial steps to advance the City’s\nmanagement and improvement of its trees. As a part of this grant the City would complete\nan updated inventory, a tree canopy assessment, the development of an Urban Forest\nManagement Plan (UFMP), and tree planting. The UFMP will be the City’s guiding document\nto ensure that the benefits of a healthy urban forest are available to the community. A main\ngoal of the UFMP will be to increase citywide canopy cover in order to maximize urban\ncooling, stormwater mitigation, air pollution mitigation, and improve walkability. After the\nUFMP is complete, the grant will fund a community tree planting campaign. This project will\nbe applied for and completed in partnership with TreePeople. The objective of this grant\nmeets the goal of the 2024 Strategic Plan to promote sustainability.\nRecommended Action: City Council adopt Resolution No. R2M24-21 entitled:\nResolution of the City Council of Alhambra, California for funding from the Urban and\nCommunity Forestry Grant Program of the California Department of Forestry and Fire\nProtection to apply for a CAL FIRE Urban and Community Forest Grant to develop a\ncomprehensive Urban Forest Management Plan to increase tree benefits and promote\ncommunity engagement; and, direct staff to undertake the steps necessary to finalize the\nCouncil’s action.

AMENDED BUDGET REVIEW AND RESOLUTION ADOPTING FY 2023-24 AND FY\n2024-25 BUDGET ADJUSTMENTS – F2M23-17, R2M24-20\nOn June 26, 2023, the City Council adopted the Fiscal Years 2023-24 and 2024-25\nBudget. Staff is presenting an Amended Budget Review to update the City’s financial\nprojections and appropriations for both fiscal years. During the fiscal year, unforeseen\nfinancial needs and opportunities typically arise, which require City Council approval of\nrecommended adjustments to projected revenues and expenditures. Staff is presenting\nan Amended General Fund Budget with slight unappropriated surpluses for both fiscal\nyears due to one time savings from grants and billings. HISTORIC PRESERVATION PROGRAM SURVEY UPDATE (PHASE 2) – F2M20-51\nIn response to City Council’s Strategic Plan item to undertake the preservation of notable\nstructures and following a series of community outreach and workshops, on July 13, 2020,\nstaff presented a historic preservation program to the City Council that included the\npreparation of a Historic Context Statement (Phase 1); a survey of potentially historic\nproperties (Phase 2); and development of a Historic Preservation Ordinance (Phase 3).\nPhase 1 was completed in March 2022, and on September 26, 2022, the City Council\nawarded a contract to Historic Resources Group (HRG) for Phases 2 and 3 of the Historic\nPreservation Program. HRG has now completed Phase 2, the survey of potentially historic\nproperties. The historic resources survey builds on the work started during Phase 1 of the\nproject and provides a solid baseline of information about the built environment in\nAlhambra in order to begin working with the City and the community on the development\nof a potential historic preservation ordinance under Phase 3. The historic resources survey\nrepresents the first comprehensive citywide survey undertaken in Alhambra. The period\nof study for this project dates from the development of Alhambra’s earliest extant\nresources in the late 19th century through 1980. No potential historic resources were\nformally designated as part of this survey. Under Phase 3 of the project, community\nmeetings will be held for each City Council district followed by targeted outreach to all\nindividual properties listed in the survey to collect feedback and input on the development\nof the Historic Preservation Ordinance, which is anticipated to be presented to the City\nCouncil for adoption in Spring 2025.\nThe Historic Resources Survey Report is posted and available for public review here:\nhttps://historicalhambra.squarespace.com/documents\nRecommended Action: City Council receive and file this informational report.

NOTICE INVITING BIDS: PURCHASE OF A NEW CNG COMPRESSOR FOR THE\nALHAMBRA CITY YARD – F2M24-6B, N2M24-61\nThe Alhambra City Yard is the main hub for fueling the Alhambra Community Transit\nbuses, Public Works street sweepers, and other CNG fuel vehicles. Unfortunately, one of\nthe older compressors recently experienced a catastrophic failure, leaving the staff heavily\nreliant on the remaining compressor to refuel the entire fleet. Staff seeks to purchase and\ninstall a new compressor to alleviate the stress on the single unit, which is currently\nrunning longer hours than intended.\nRecommended Action: City Council authorize staff to circulate a Notice Inviting\nBids for the purchase and delivery of a new compressed natural gas compressor; and,\ndirect staff to undertake the necessary steps to finalize the Council’s action.\n5\n5-13-24

RESOLUTION: FY 2024-2025 PROJECT IDENTIFICATION FOR THE ROAD REPAIR\nAND ACCOUNTABILITY ACT OF 2017 (SB1 BEALL) – F2M24-45, R2M24-16\nThe Road Repair and Accountability Act stipulates that, prior to receiving Road\nMaintenance and Rehabilitation Account (RMRA) funds in a fiscal year, a city or county\nmust submit to the California Transportation Commission (CTC) a project list pursuant to\nan adopted resolution. This information is due by July 1, 2024. Staff is proposing a Street\nRehabilitation Project for FY 2024-2025 that includes design services and street\nrehabilitation (including but not limited to pavement, striping, ADA ramps, sidewalk, curb\nand gutter, etc.) for public streets bound by Valley Boulevard, Fremont Avenue, the I-10\nfreeway in the City of Alhambra and the West City Limit. It is anticipated that the City will\nreceive $2,114,338.00 from the RMRA Fund for FY 2024-2025.\nRecommended Action: City Council adopt Resolution No. R2M24-16 entitled: A\nResolution of the City Council of the City of Alhambra, California adopting the fiscal year\n2024-25 list of projects funded by SB 1: The Road Repair and Accountability Act; and,\ndirect staff to undertake the steps necessary to finalize Council’s action.

AWARD CONTRACT: ALMANSOR COURT EXTERIOR IMPROVEMENT PROJECT\nPHASE II – F2M24-26, N2M24-28, C2M24-29, M2M24-68\nOn February 26, 2024, the City Council approved the distribution of a Notice Inviting Bids\nfor the Almansor Court Exterior Improvement Project Phase II. The improvements consist\nof replacement of exterior doors, addition of landscape lighting, new landscaping and\nslurry seal and striping of the parking lot. On April 4, 2024, the City Clerk received three\nbids for the Project ranging from $128,251 (Sanz Construction Inc.) to $197,000 (EBSA\nConstruction).
