15. AWARD CONTRACT: WATER QUALITY TESTING LABORATORY SERVICES –\nF2M21-29, RFP2M24-2, C2M24-32, M2M24-71\nThe City of Alhambra, as the operator of a community water system, is required by the\nState Water Resources Control Board (SWRCB) to conduct a variety of sampling and\nanalytical analyses for drinking water. All tests must be performed in a certified laboratory\nwhich meets State standards. On February 14, 2024, staff circulated a Request for\nProposals to qualified companies for water quality testing laboratory services. On March\n14, 2024, proposals were received from five companies. A review committee comprised\nof three Utilities Department staff members reviewed the five proposals submitted. Staff\nevaluated the proposals based on qualifications, experience, references, technical\napproach, responsiveness, and cost. As a result, the review committee agreed that\nEurofins Eaton Analytical, LLC was the most responsive firm.\nRecommended Action: City Council approve a contract, subject to final language\napproval by the City Manager and City Attorney, by and between the City of Alhambra and\nEurofins Eaton Analytical, LLC for water quality testing laboratory services in an amount\nnot to exceed $100,000.00; authorize the City Manager to renew the contract for three\nadditional terms if services are satisfactory; and, direct staff to undertake the steps\nnecessary to finalize Council’s action.
