18. AWARD CONTRACT: WATER MAIN REPLACEMENT PROJECT ON MARENGO\nAVENUE – F2M24-34, N2M24-37, C2M24-35, M2M24-74\nOn March 11, 2024, the City Council approved the distribution of Notice Inviting Bids for\nthe Water Main Replacement Project on Marengo Avenue between Grand Avenue and\nAlhambra Road. On April 18, 2024, bids were opened by the City Clerk. Eleven bids were\nreceived, which ranged from $659,105.00 to $1,008,775.00. CEM Construction Corp.,\nsubmitted the lowest qualified bid at $659,105.00. Staff reviewed the bid submitted by\nCEM Construction Corp., and found it to be in full compliance and conformance with the\nproject specifications.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, by and between the City of Alhambra and\nCEM Construction Corp. for the Water Main Replacement Project on Marengo Avenue in\nan amount not to exceed $659,105.00; find the Project categorically exempt from\nCalifornia Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301\n9\n5-13-24\n(b); and, direct staff to undertake the steps necessary to finalize Council’s action.
