3.8 SECOND READING AND ADOPTION OF\nORDINANCE NO. 24-01 ESTABLISHING CHANGES\nAND ADDITIONS TO POSTED SPEED LIMITS\nACTION:\nRead by title only, second reading and adoption of\nORDINANCE NO. 24-01 - AN ORDINANCE OF THE\nCITY COUNCIL OF THE CITY OF IRVINE,\nCALIFORNIA, DIRECTING AN AMENDMENT TO THE\nCITY OF IRVINE ENGINEERING AND TRAFFIC\nSURVEYS FOR SPEED LIMITS, AS MAINTAINED BY\nTHE PUBLIC WORKS & TRANSPORTATION\nDEPARTMENT AS THE OFFICIAL DOCUMENTATION\nOF DECLARED PRIMA FACIE SPEED LIMITS\n(Unless otherwise directed by a Member of the City\nCouncil, the vote at second reading will reflect the same\nvote as at first reading. However, if a Councilmember\nwas absent at first reading, his or her vote cast at\nsecond reading will be reflected. If a Councilmember is\nnot present at the second reading/adoption, the vote\nwill be reflected as absent.)\n3.8\nCONVENE TO THE SPECIAL JOINT MEETING WITH THE\nGREAT PARK BOARD\nROLL CALL\nCITY COUNCIL/BOARD BUSINESS\nPublic comments on City Council/Board Business items will be\nheard at the time the matters are considered. If 10 or fewer\nrequests to speak are submitted, each speaker shall be limited to\nthree (3) minutes per item. If between 11 and 15 speakers submit\nrequests to speak, each speaker shall be limited to two (2)\nminutes per item. If 16 or more requests to speak are submitted,\neach speaker shall be limited to 90 seconds per item. The time\nlimit per speaker shall be established based on the number of\nrequests to speak submitted to the City Clerk/Clerk of the Board\nbefore the first speaker is called. Requests to speak submitted\nafter the first speaker is called shall receive 90 seconds. These\ntime limits may be shortened or extended, or a cumulative limit on\nthe time for all public speakers may be imposed, at the discretion\nof the Mayor or Chair, or by a majority vote of the City\nCouncil/Great Park Board.\n1.1 AWARD OF CONSTRUCTION CONTRACT FOR\nNORTHERN SECTOR UTILITY REMOVAL, CIP\n370101\nACTION:\nAward a construction contract in the amount of\n$1,399,993.50 for Northern Sector Utility Removal, CIP\n370101, to the lowest responsive and responsible\nbidder, Resource Environmental, Inc.\n1.1
