Comments are limited to 3 minutes each, and the Mayor may limit this\ntime if reasonable under the circumstances. The City Council may not discuss or take action on issues not on the\nmeeting agenda, except that members of the City Council or staff may briefly respond to statements made or\nquestions posed by persons exercising public testimony rights (Government Code Section 54954.2).\nCONSENT CALENDAR\n(The Consent Calendar consists of routine items which will be approved by one motion and one vote unless\nremoved for separate discussion. AUTHORIZATION TO ENTER INTO SEPARATE CONTRACTS WITH SUPERBTECH, INC., JADA\nSYSTEMS, INC., AP PROFESSIONALS OF PHOENIX LLC, SMALLBOARD.COM, SIERRA CYBERNETICS,\nINC., 22ND\nCENTURY TECHNOLOGIES, INC., SATWIC, INC., AND TALENT & ACQUISITION LLC DBA STAND 8\nFOR IT TEMPORARY STAFFING SERVICES FOR A COMBINED TOTAL AMOUNT NOT-TO-EXCEED OF\n$4,000,000 (DoIT)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed contract is exempt from the California Environmental Quality Act (“CEQA”)\npursuant to State CEQA Guidelines Section 15061(b)(3), the “Common Sense” exemption that CEQA only\napplies to\nprojects that may have an effect on the environment;\n(2) Authorize the City Manager to enter into contracts, as a result of a competitive selection process,\nas specified by Section 4.08.047 of the Pasadena Municipal Code, with: SuperbTech, Inc., Jada Systems, Inc.,\nAP\nProfessionals of Phoenix LLC, SmallBoard.com, Sierra Cybernetics, Inc., 22nd Century Technologies, Inc.,\nSatwic, Inc., and Talent & Acquisition LLC DBA Stand 8 for IT temporary staffing services for a period of five years\nor until\n$500,000 is expended per vendor, whichever comes first; competitive price bidding is not required pursuant\nto City Charter Section 1002(F) (contracts for professional or unique services); and\n(3) Authorize the City Manager to extend Contract No. 31456 with Sierra Cybernetics, Inc., Contract\nNo. 31457 with Superb Tech, Inc., Contract No. 31460 with 22nd Century Technologies, Inc., and Contract No.\n31458 with\nJada Systems Inc., for IT temporary staffing services to March 31, 2024 without increasing the authorized\ntotal not-to-exceed amount on each contract.
