AUTHORIZE THE CITY MANAGER TO ENTER INTO CONTRACTS WITH GEO-ADVANTEC, INC.;\nEARTH SYSTEMS PACIFIC; GEOPENTECH, INC.; AND GEOCON WEST, INC., FOR ON-CALL\nGEOTECHNICAL\nENGINEERING SERVICES FOR AN AMOUNT NOT-TO-EXCEED $750,000 FOR EACH CONSULTANT\n(Public Works Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find the contracts proposed in the agenda report to be categorically exempt from the California\nEnvironmental Quality Act (“CEQA”) pursuant to State CEQA Guidelines per Section 15061(b)(3), the “Common\nSense”\nexemption that CEQA only applies to projects that may have an effect on the environment;\n(2) Authorize the City Manager to enter into individual contracts, as the result of a competitive selection\nprocess specified by Section 4.08.047 of the Pasadena Municipal Code, with Geo-Advantec, Inc.; Earth Systems\nPacific;\nGeoPentech, Inc.; and Geocon West, Inc., for On-Call Geotechnical Engineering Services for a total\namount not-to-exceed $750,000 for each consultant over a four-year term. ADOPTION AND APPROVAL OF THE 2023 POWER INTEGRATED RESOURCE PLAN FOR THE\nWATER AND POWER DEPARTMENT (Water and Power Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed actions are statutorily exempt from the California Environmental Quality Act\n(“CEQA”) pursuant to CEQA Guidelines Sections 15262, Feasibility and Planning Studies; and 15271, Early\nActivities\nRelated to Thermal Power Plants;\n(2) Adopt and approve the 2023 Power Integrated Resource Plan (“IRP”) for filing with the California\nEnergy Commission (“CEC”) for the Water and Power Department (“PWP”); and\n(3) Support PWP’s continuing decarbonization trajectory while exceeding State regulatory\nrequirements, and simultaneously working towards achieving the policy goal of 100% Carbon-Free electricity by\n2030, through the\nutilization of the Waypoint Framework supported by the 2023 IRP Scenario 2 modeling results.\nRecommendation of the Environmental Advisory Commission: On September 12, 2023, the\nEnvironmental Advisory Commission (“EAC”) was presented an informational update regarding the\nrecommendations in the\nagenda report. Subsequently, the EAC held a Special Meeting on September 26, 2023, and provided\ncorrespondence to the City Council in Attachment B of the agenda report.\nRecommendation of the Municipal Services Committee: At its December 5, 2023 meeting, the\nMunicipal Services Committee (“MSC”) recommended that the City Council adopt the IRP for filing with the CEC\nwith three\nadditional conditions:\n1) Create a dashboard to track progress towards meeting the carbon-free goals of Resolution No. 9977;\n2) Conduct an internal review of the IRP in two years and present to the MSC; and\n3) Develop an integrated strategic plan that outlines a path to carbon-free energy through 2030, while\nsynergizing key inputs including the Power Delivery Master Plan (“PDMP”), Waypoint Framework, Cost of Serve\nand Rate\nStudy (“COS”), and others.\nIt was recommended that PWP return to MSC in eight months with a dashboard, and that the integrated\nstrategic plan be prepared in consultation with Energy and Environmental Economics, Inc., (“E3”), and/or other\nconsultants. Additionally, PWP will provide the MSC with periodic informational updates between CEC’s 5-\nyear filing requirement.
