19. FINANCE COMMITTEE: ANNUAL ADJUSTMENTS TO THE FISCAL YEAR 2024 SCHEDULE OF\nTAXES, FEES, AND CHARGES RELATED TO NEW YEAR’S DAY AND THE ROSE BOWL (Finance Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed rate increases are exempt from the California Environmental Quality Act\n("CEQA") pursuant to State CEQA Guidelines Section 15061(b)(3), the “Common Sense” exemption that CEQA\nonly applies\nto projects that may have an effect on the environment; and\n(2) Approve the scheduled rate increases effective February 1, 2024, for the Grandstand Permit\nApplication, the Rose Bowl Admission Tax, and for the New Year’s Day Related Business Grandstand Seat\nSurcharge as set\nforth in the body of the agenda report.
