15. AUTHORIZE THE CITY MANAGER TO EXTEND CONTRACT NO. 32539 FOR CITY EMPLOYEE\nPARKING WITH ABM INDUSTRY GROUPS LLC, FOR ADDITIONAL SIX-MONTH TERM, AND NOT-TO-\nEXCEED\nAMOUNT OF $117,000 (Transportation Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the recommended actions are exempt from the California Environmental Quality Act\n(CEQA) p u r su a n t t o S ta te C EQ A G u i d e l i n e s p e r Section 15061(b)(3), the “Common Sense” exemption\nthat CEQA\nonly applies to projects that may have an effect on the environment;\n(2) Authorize the City Manager to extend Contract No. 32539 with ABM Industry Groups, LLC., to\nprovide 100 parking spaces at the 245 Ramona Street Judicial Council of California parking facility, by $39,000\nfor the additional\nsix-month term for a total not-to-exceed contract amount of $117,000; and\n(3) Find that Competitive Bidding is not required pursuant to the City Charter Section 1002(F),\ncontracts for professional or unique services. To the extent this transaction could be considered a separate\nprocurement subject to\nthe Competitive Selection Process, grant the proposed contract with ABM an exemption from the\nCompetitive Selection Process set forth in the Competitive Bidding and Purchasing Ordinance pursuant to the\nPasadena Municipal\nCode Section 4.08.049(B), contracts for which the City’s best interests are served.\nTPA
