FINANCE COMMITTEE: APPROVAL OF A BUDGET AMENDMENT TRANSFERRING $120,000 FROM\nTHE HOUSING DEPARTMENT’S FISCAL YEAR 2024 OPERATING BUDGET TO THE PUBLIC HEALTH\nDEPARTMENT’S FISCAL YEAR 2024 OPERATING BUDGET TO PROVIDE WEATHER-ACTIVATED\nMOTEL VOUCHER SERVICES (Housing Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the recommended actions are exempt from the California Environmental Quality Act\n("CEQA") pursuant to State CEQA Guidelines per Section 15061(b)(3), the “common sense” exemption that\nCEQA only applies\nto projects that may have an effect on the environment; and\n(2) Amend the Fiscal Year (FY) 2024 Operating Budget by transferring $120,000 from the Housing\nDepartment to the Public Health Department to provide weather-activated motel voucher services to people\nexperiencing\nhomelessness.
