13. Justice, Care and Opportunities Department Lease Agreement\nRecommendation: Authorize the Chief Executive Officer to execute a\nproposed seven-year lease with CHCT California, LLC (Landlord), for the\nJustice, Care and Opportunities Department’s use of approximately 4,952\nsq ft of office space and 25 on-site parking spaces, located at 1753 West\nAvenue J in the City of Lancaster (5), with an estimated maximum first-year\nbase rental amount of $124,790, and an estimated total proposed lease\namount, including low-voltage of $2,816,000, over the seven-year term,\n100% funded by Care First Community Investment, with no additional Net\nCounty Cost; authorize the Chief Executive Officer to reimburse the\nLandlord up to $817,100 for the County’s tenant improvement (TI)\ncontribution, if paid in lump sum or up to $970,800 if amortized over five\nyears at 7% interest per annum; authorize the Chief Executive Officer to\ncontract with the Landlord, as applicable, for the acquisition and installation\nof telephone, data, and low-voltage systems and vendor installation\n(Low-Voltage Items) at a total cost not to exceed $721,900 if paid in a lump\nsum or $887,600 if amortized over five years at 10% interest per annum,\nwhich is in addition to the rental costs and the County’s TI contribution\npayable to the Landlord; authorize the Chief Executive Officer to execute\nany other ancillary documentation necessary to effectuate the terms of the\nproposed lease, and to take actions necessary and appropriate to\nimplement the terms of the proposed lease, including, without limitation,\nexercising any termination rights; and find that the proposed lease is\nexempt from the California Environmental Quality Act.
