Support for Mental Health Assistants in Furthering the Sustainability\nand Success of the Forensic In-Patient Stepdown Unit Program\nRecommendation as submitted by Supervisor Solis: Instruct the Inspector\nGeneral, in collaboration with the Sheriff, the Director of Health Services,\nthrough the Office of Correctional Health Services, and with input from the\nMental Health Assistants, to report back to the Board in writing in 90 days\nwith a feasibility and implementation plan including, but not limited to, the\nfollowing:\nIncentives such as wages, food, and time credits for Mental Health\nAssistants;\nPartnership with an academic/institutional partner to provide Mental\nHealth Assistants with a certification program to be used for future\nemployment or academic pursuits;\nConsistent, frequent, and longer contact visits for Mental Health\nAssistants to meet with family and friends;\nMental health, wellness, and self-care support for Mental Health\nAssistants;\nRotational scheduling for Mental Health Assistants to be provided\nrespite from their responsibilities and duties, including increasing the\nnumber of Mental Health Assistants to provide additional support;\nIn collaboration with County Counsel, include a feasibility and\nimplementation plan for Mental Health Assistants who decide to\ncomplete their prison sentences in County jail to be allowed to serve\nin their role and be able to receive California Department of\nCorrections and Rehabilitation (CDCR) credits for early release, and\nexpansion of the County’s partnership with CDCR to grant Mental\nHealth Assistants access to CDCR resources, such as the Parole\nBoard and counselors, especially for those who have some level of\ninvolvement with CDCR, e.g., serving a prison sentence or appealing\na sentence; and\nDirect the Chief Executive Officer, in collaboration with the Inspector\nGeneral, the Sheriff, and the Director of Health Services, through the Office\nof Correctional Health Services, to report back to the Board in writing during\nthe Fiscal Year 2024-25 Final Changes Budget, on the fiscal impact and\npotential funding sources for the actions above, including the use of\nAssembly Bill 109 funds and other sources. Justice, Care and Opportunities Department Lease Agreement\nRecommendation: Authorize the Chief Executive Officer to execute a\nproposed seven-year lease with CHCT California, LLC (Landlord), for the\nJustice, Care and Opportunities Department’s use of approximately 4,952\nsq ft of office space and 25 on-site parking spaces, located at 1753 West\nAvenue J in the City of Lancaster (5), with an estimated maximum first-year\nbase rental amount of $124,790, and an estimated total proposed lease\namount, including low-voltage of $2,816,000, over the seven-year term,\n100% funded by Care First Community Investment, with no additional Net\nCounty Cost; authorize the Chief Executive Officer to reimburse the\nLandlord up to $817,100 for the County’s tenant improvement (TI)\ncontribution, if paid in lump sum or up to $970,800 if amortized over five\nyears at 7% interest per annum; authorize the Chief Executive Officer to\ncontract with the Landlord, as applicable, for the acquisition and installation\nof telephone, data, and low-voltage systems and vendor installation\n(Low-Voltage Items) at a total cost not to exceed $721,900 if paid in a lump\nsum or $887,600 if amortized over five years at 10% interest per annum,\nwhich is in addition to the rental costs and the County’s TI contribution\npayable to the Landlord; authorize the Chief Executive Officer to execute\nany other ancillary documentation necessary to effectuate the terms of the\nproposed lease, and to take actions necessary and appropriate to\nimplement the terms of the proposed lease, including, without limitation,\nexercising any termination rights; and find that the proposed lease is\nexempt from the California Environmental Quality Act. Physician Services, Training Program and Funding Amendment\nAgreement\nRecommendation: Find that physician services can be performed more\neconomically by an independent contractor; execute an amendment to the\naffiliation agreement (Agreement) with the Regents of the University of\nCalifornia (University), for the provision of physician medical education and\npatient care services at Harbor-UCLA Medical Center (H-UCLA MC), Olive\nView-UCLA Medical Center (OV-UCLA MC), and Los Angeles General\nMedical Center (LA General) (1,2 and 5), effective upon Board approval for\nthe period of July 1, 2023 through June 30,2024, to increase patient care\nservices, adjust the number and compensation of County housestaff\nenrolled in various County and University physician-training programs at\nH-UCLA MC and OV-UCLA MC, add, delete, and/or change various\nservices and cost and increase the maximum annual obligation by\n$1,475,500, from $42,085,000 to $43,560,500, for the period of July 1, 2023\nthrough June 30, 2024 with funding included in the Department’s Fiscal\nYear 2023-24 Final Budget and to be requested in the future Fiscal years;\nand authorize the Director of Health Services to take the following actions:\n(Department of Health Services) APPROVE\nExecute future amendments to increase the maximum annual\nobligation by up to 1% annually based on clinical and operational\nneeds, separate from any increases in housestaff salaries; and\nExecute future amendments to add, delete, and/or change certain\nterms and conditions as required by Federal or State law or\nregulation, accreditation requirements and standards, County policy,\nand/or the Board; revise contract language to improve or update\nclinical or administrative operations within the Agreement’s scope of\nservices; adjust purchased services and/or fixed/variable costs,\nprovided that such adjustment is based on current service needs at\nH-UCLA MC, OV-UCLA MC, and/or LA General, with no increase to\nthe maximum annual obligation; adjust the variable costs for future\nincreases in housestaff salary up to 5% per year that the University\nmay grant their housestaff at H-UCLA MC and OV-UCLA MC, and\nincrease the maximum annual obligation under the Agreement\naccordingly.
