39. Negotiated Property Tax Exchange Joint Resolution\nRecommendation: Acting as the Governing Body of the County, the LA\nCounty Library, Road District No. 5, the County Consolidated Fire\nProtection District (District), and the County Waterworks District No. 40,\nAntelope Valley, adopt the Negotiated Property Tax Exchange Joint\nResolution approving and accepting the negotiated exchange of property\ntax revenues resulting from annexation of property designated as\nAnnexation 40-158 (4-214), Local Agency Formation Commission\nDesignation 2023-03, on behalf of the LA County Library, Road District No.\n5, the District, and Waterworks District No. 40, Antelope Valley; find that the\ndistrict resulting from the annexation may be more efficiently and\neconomically operated than if a separate district were formed; authorize the\nDirector of Public Works, the County Librarian, Road Commissioner, and\nthe Fire Chief, to take all actions necessary to effectuate the Negotiated\nProperty Tax Exchange Joint Resolution; and find that the adoption of the\nNegotiated Property Tax Exchange Joint Resolution for Annexation 40-158\n(4-214) and the resulting share of the ad valorem tax is for the purpose of\nmeeting the operation, maintenance, and capital project expenses of the\nCounty Waterworks District No. 40, Antelope Valley, and is exempt from the\nCalifornia Environmental Quality Act.
