42. Inmate Telephone System and Services Sole Source Agreement\nAmendment\nRecommendation: Authorize the Sheriff and the Chief Probation Officer to\nexecute an amendment to a sole source agreement with Public\nCommunications Services, Inc. (PCS), for inmate telephone system and\nservices to eliminate inmate telephone billing rates and establish a fixed\nrate-per-minute tiered approach based upon total monthly call volumes and\nestablish a maximum contract amount of $30,324,000, for the period of\nDecember 1, 2023 through April 30, 2026, billable to the county, and extend\nthe agreement for one year, from May 1, 2024 through April 30, 2025, plus\na 12-month extension option period, exercisable in any increment, through\nApril 30, 2026; authorize the Sheriff to execute an amendment to exercise\nthe extension option, in any increment, provided it is in the best interest of\nthe County; terminate the agreement for convenience, either in whole or in\npart, if necessary, with 30 calendar days advance written notice to PCS,\nonce the Department has restructured the competitive solicitation and\nexecuted a successor contract to accommodate the County pay model;\nauthorize the Sheriff to execute a future amendment to the agreement to\nmodify all necessary non-material provisions of the agreement to\naccommodate free phone calls in the County jails.
