19. Gateway Planning Area Rezoning Program Resolution\nRecommendation: Adopt a resolution certifying that the Addendum to the\npreviously certified Housing Element Update (Addendum) Final Program\nEnvironmental Impact Report (PEIR), Environmental Assessment No.\nRPPL2022002014-(4), for Project No. 2022-000727-(4), consisting of\nGeneral Plan Amendment No. RPPL2022002013-(4), Zone Change No.\nRPPL2022002015-(4), and Advance Planning Project No.\nRPPL2022012287-(4) (collectively Gateway Planning Area Rezoning\nProgram) has been completed in compliance with the California\nEnvironmental Quality Act and reflects the independent judgment and\nanalysis of the County, finding that the Board has reviewed and considered\nthe information contained in the Addendum with the Housing Element\nUpdate Final PEIR prior to approving the Gateway Planning Area Rezoning\nProgram, and approving the Addendum; approve the Gateway Planning\nArea Rezoning Program, including by amending the County General Plan to\ncomplete the proposed land use policy and zone changes in the\nunincorporated communities of South Whittier-Sunshine Acres and West\nWhittier-Los Nietos in the Gateway Planning Area, as described in the\nRevised County Housing Element 2021-2029 (Revised Housing Element);\nand find that the Gateway Planning Area Rezoning Program is consistent\nwith the goals, policies, and programs of the County General Plan.
