35. Armed and Unarmed Security Services Contracts\nRecommendation: Find that security services can be performed more\neconomically by an independent contractor; award and instruct the Chair to\nsign a contract with Absolute Security Intl Corp., a Community Business\nEnterprise, for the provision of armed and unarmed security services at\nvarious Department of Public Works’ Stormwater Maintenance field\nlocations throughout the Southeast Region of Los Angeles County (2 and\n4), for a one-year term with three one-year and six month-to-month\nextension options, commencing upon Board approval, for a maximum\ncontract term of 54 months and an aggregate contract amount of\n$3,300,513; and authorize the Director of Public works to exercise the\nextension options if, in the opinion of the Director, the contractor has\nsuccessfully performed during the previous contract period and the services\nare still required, execute amendments to incorporate necessary changes\nwithin the scope of work and suspend work if, it is in the best interest of the\nCounty; to do so, and annually increase the contract amount up to 10% for\nunforeseen additional work within the scope of the contracts, if required and\nto adjust the annual contract amount for each option year over the term of\nthe contract and find that contract work is not a project under the California\nEnvironmental Quality Act.
