53. Temporary Construction Agreement\nRecommendation: Acting as the Governing Body of the County Flood Control\nDistrict (District), acting as a responsible agency for the Interstate 405 at San\nGabriel River Bridge Scour Mitigation Project (Project), consider the Initial\nStudy with Negative Declaration/Environmental Assessment (Initial Study)\nprepared and adopted by the State Department of Transportation (DOT), as the\nlead agency, and certify that the Board has independently reviewed,\nconsidered, and reached its own conclusions regarding the environmental\neffects of the District's approvals related to the Project as shown in the Initial\nStudy; find that the Temporary Construction Agreement (Agreement) between\nthe District and DOT for temporary access and construction area purposes\naffecting Parcels 21, 21A, and 538 related to San Gabriel River, in the City of\nLong Beach (4), for the Project, will not interfere or be inconsistent with the\nprimary use and purposes of the properties by the District; approve the Project,\nwhich is entering into a 36-month Agreement between the District and DOT for\ntemporary access and construction area purposes affecting Parcels 21, 21A,\nand 538 related to San Gabriel River, in the City of Long Beach, for the Project;\nand authorize the Chief Engineer of the District to negotiate and execute the\nAgreement and authorize delivery to DOT.
