(1) 23-0902 CD 10 MOTION (HUTT - BLUMENFIELD) relative to amending the prior Council action of September 1, 2023 regarding a Tax Equity and Fiscal Responsibility Act of 1982 (TEFRA) Hearing and the issuance of revenue bonds or notes for the Arlington Apartments residential rental project, located at 3300 West Washington Boulevard in Council District 10 (Council file No. 23-0902). Recommendation for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: AMEND the prior Council action of September 1, 2023 relative to issuing revenue bonds or notes for the acquisition, construction, improvement and equipping of an 84-unit qualified residential rental project known as Arlington Apartments, located at 3300 West Washington Boulevard in Council District 10 (Council file No. 23-0902), to ADOPT the following revised recommendation in lieu of the corresponding recommendation in the Council Action, with all other aspects of the Action to remain unchanged. (10) 23-0393 PUBLIC SAFETY COMMITTEE REPORT relative to accepting the Fiscal Year (FY) 2022 Improving Criminal Justice Responses to Domestic Violence, Dating Violence, Sexual Assault and Stalking Grant Program (FY22 ICJR) grant award from the United States Department of Justice. Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: AUTHORIZE the Mayor, or designee to: Accept on behalf of the City, the FY22 ICJR grant award in the amount of $1,000,000 from the United States Department of Justice, Office on Violence Against Women, for a performance period from October 1, 2022 through September 30, 2026. Execute the Grant Award Agreement; and, authorize the Mayor to submit any other necessary agreements and documents relative to the grant award, subject to the approval of the City Attorney as to form. (11) 23-0905 CD 3 PUBLIC SAFETY COMMITTEE REPORT relative to the feasibility of creating a new police substation at the Westfield Topanga Shopping Center in Council District 3. Recommendation for Council action, pursuant to Motion (Blumenfield - Lee): INSTRUCT the Los Angeles Police Department, with the assistance of the City Administrative Officer (CAO) and Chief Legislative Analyst (CLA), to report on the feasibility of creating a new substation at the Westfield Topanga Shopping Center.

(12) 23-0947 PUBLIC SAFETY COMMITTEE REPORT relative to building a plan to address risk prone areas of the City in need of investment in infrastructure to help ensure public safety and the possible loss of property. Recommendation for Council action, pursuant to Motion (Rodriguez - Lee): DIRECT the Emergency Management Department and the Chief Legislative Analyst (CLA), with the assistance of the City Administrative Officer (CAO) and other relevant City Departments, to report to the Council on areas of the City that are continuously at risk during adverse weather and natural events that may impact life and property, with said report to include a priority list of projects and action items that can be implemented to reduce risks in these areas and identification of funding needed to support these efforts.

(13) 23-0244-S1 PUBLIC SAFETY COMMITTEE REPORT relative to areas of the Los Angeles Municipal Code (LAMC) in which violations that qualify under the Administrative Citation Enforcement (ACE) Program Ordinance can be cited, and the status of the Neighborhood Justice Program. Recommendation for Council action, pursuant to Motion (McOsker - Soto-Martínez): REQUEST the City Attorney to: Report on all of the areas of the LAMC in which violations that qualify under ACE can be cited, with said report to include any additional expansion of the code that could be applicable through the adoption of Council File No. 23-0244. Report on the status of the Neighborhood Justice Program to date and ways to augment the successful completion of said Program.

(14) 23-0867 PUBLIC SAFETY COMMITTEE REPORT relative to operating the Fireworks Buyback Program in every Los Angeles Police Department (LAPD) Bureau for the 4th of July holiday, as well as with a plan to expand the Program to include more locations and other firework heavy holidays. Recommendation for Council action, pursuant to Motion (Rodriguez - Harris-Dawson): INSTRUCT the LAPD, with the assistance of the Los Angeles Fire Department, City Administrative Officer (CAO), and the Chief Legislative Analyst (CLA), to report to the Council on resources required and potential funding sources for operating the Fireworks Buyback Program in every LAPD Bureau for the 4th of July holiday, as well as with a plan to expand the Program to include more locations and other firework heavy holidays.

Long Term Supports for the Film Industry in Los Angeles County\nRevised recommendation as submitted by Supervisors Barger and Horvath:\nInstruct the Director of Economic Opportunity, in consultation with FilmLA, to\ntake the following actions: (Continued from the meeting of 9-12-23)\nRelease a Request for Statement of Qualifications (RFSQ) to identify an\neconomic development firm to study various strategies that could\nincentivize new and continued movie, commercial, and television\nproduction in the County, the chosen firm would have predictive\nanalytical capacity that will provide evidence-based recommendations to\nthe County, and the study should examine the following:\nPotential new revenue streams for the industry within Los Angeles\nCounty;\nProposed incentive packages for foreign investment to film in the\nregion based on input from the tourism and hospitality sector;\nProposed reductions in the County’s regulatory and zoning\nbarriers for the development of additional production space;\nPotential payroll tax reductions for productions that shoot in the\nunincorporated areas of the County;\nPotential local sales tax reductions for productions that shoot in the\nunincorporated areas of the County;\nPotential property tax reductions or deferments for production\nfacility capital development projects;\nThe potential creation of creative economy evergreen capital\ndevelopment fund to assist with capital development or expansion\nof emerging entertainment technologies such as Virtual Reality\nand Artificial Intelligence platforms, which could also assist smaller\nproductions with lease costs, equipment purchase, and/or other\noperational expenses; and to be additive to existing County loan\nfunds and capitalized with additional private sector or philanthropic\nfunding; and\nReport back to the Board in writing within 12 months;\nAssess a proposed fee waiver program for lower impact and/or student\nproductions that shoot in the unincorporated areas or on County property\nwhich would apply to County use fees and FilmLA permit fees, and report\nback to the Board in writing within 60 days with the estimated budget\nimpact, establishment of qualifying criteria, and proposals for new\nfunding streams to make up any loss in budget, along with proposals of\nhow “lower impact productions” and “student productions” should be\ndefined, and should also consider rebates as a way of assisting these\ntypes of productions;\nReport back to the Board in writing within 60 days on proposed ways the\nCounty could reuse vacant County properties for shared production\nspace, and assess ways to increase filming at County owned arts\nfacilities for the benefit of both the industry and performing arts, such as\na reduction of fees, and should be done in collaboration with the Chief\nExecutive Officer, through the Asset Management Division, and the\nDirector of Arts and Culture, and should prioritize those properties that\nare not applicable for housing options and could be used for filming;\nDirect the Chief Executive Officer, through the Legislative Affairs and\nIntergovernmental Relations Branch, to advocate in support of enhancing the\nCalifornia Film Tax Incentive program including, but not limited to, increasing\nthe tax credit to ensure the State can stay competitive and keep filming within\nthe County, and advocate for strengthening the program’s diversity goals, as\nwell as adding local hire and equitable workforce development requirements ;\nInstruct the Chief Engineer of the County Flood Control District to remove all\nfee and permit requirements for production scout visits to County property\nexcept for cost recovery for staff time needed to open the facility and\nescort/monitor the production team, and County Departments can recover their\ncosts for staff time if needed, to open a building or escort the production\nthrough the building for a scout visit; and\nInstruct the Director of Economic Opportunity and the Executive Director of\nRacial Equity, to explore ways to engage with studios and unions on issues of\nworkforce pipelines, to encourage youth and other priority populations to learn\nmore about jobs and be connected to paid work experiences in the\nentertainment industry.
