44. Florence Area Enhanced Maintenance Services Contract\nRecommendation: Find that the enhanced maintenance services in the\nunincorporated areas of Florence-Firestone and Walnut Park (2 and 4), can be\nperformed more economically by an independent contractor; award and instruct\nthe Chair to sign a contract with Urban Graffiti Enterprises, Inc., a Local Small\nBusiness Enterprise and Community Business Enterprise, for Florence area\nenhanced maintenance services, for a period of one year with three one-year\nand six month-to-month extension options, for a maximum potential contract\nterm of 54 months and a maximum potential contract amount of $2,376,745,\nwith funding included in the Road Fund Fiscal Year 2023-24 Budget; find that\nthe contract work is exempt from the California Environmental Quality Act; and\nauthorize the Director of Public Works to take the following actions:\n(Department of Public Works) APPROVE\nExercise the extension options if, in the opinion of the Director, the\ncontractor has successfully performed during the previous contract\nperiod, and the services are still required, and execute amendments to\nincorporate necessary changes within the scope of work, and suspend\nwork if it is in the best interest of the County; and\nAnnually increase the contract amount up to an additional 10% of the\nannual contract amount, which is included in the maximum potential\ncontract amount, for unforeseen additional work within the scope of the\ncontract, if required.
