16. Increasing Banking Access for People Experiencing Homelessness\nRecommendation as submitted by Supervisor Solis: Instruct the Director of\nConsumer and Business Affairs, in collaboration with the Chief Executive\nOfficer, through the Homeless Initiative, County Counsel, the Directors of Aging\nand Disabilities and Public Social Services, the Executive Director of the Los\nAngeles Homeless Services Authority, and all other relevant County\nDepartments, to develop a plan to increase banking access for people\nexperiencing homelessness (PEH), and report back to the Board in writing in 90\ndays with their current efforts and next steps, with the plan to include:\nOptions for collaborating with banks, community-based organizations,\nand County Departments, to ensure PEH can open and access bank\naccounts;\nAn outreach campaign specifically tailored for PEH to inform them of the\nexisting options and processes for applying for a bank account without a\npersonal address;\nThe feasibility of, and options for, providing unbanked PEH opportunities\nto cash checks or receive State and Federal benefits without fees,\nincluding through County-provided check-cashing services, in\ncollaboration with community-based organizations or banks; and\nEfforts that specifically target increasing banking access for older adults\nexperiencing homelessness; and\nInstruct County Counsel, in collaboration with the Chief Executive Officer,\nthrough the Legislative Affairs and Intergovernmental Relations Branch, to\nreport back to the Board in writing in 90 days on Federal regulations that\nrequire a physical address to open a bank account, including when and why\nthese regulations were first imposed and widely enforced; and options for\nFederal regulatory and/or statutory reforms, if any, to make it easier for PEH to\nobtain bank accounts.
