Annexation and Levying of Assessments for County Lighting Districts and\nNegotiated Exchange of Property Tax Revenues in the Unincorporated\nAreas of Hacienda Heights\nRecommendation: Adopt a resolution of intention to Annex Approved Tentative\nSubdivision Territory to County Lighting Maintenance District 1687 and County\nLighting District Landscaping and Lighting Act-1 (CLD LLA-1), Unincorporated\nZone, located in the unincorporated area of Hacienda Heights (1), and order\nthe levying of assessments within the annexed territory for Fiscal Year (FY)\n2024-25; advertise and set November 28, 2023 for a public hearing regarding\nthe proposed annexation of territory and levying of annual assessments based\non the FY 2023-24 Annual Engineer's Report, which establishes assessments\nbased on land use type for all zones within (CLD LLA-1) for street lighting\npurposes with an annual base assessment rate for single-family residence of $5\nfor the Unincorporated Zone; and find that the proposed project is exempt from\nthe California Environmental Quality Act.
