37. Transforming Pediatrics for Early Childhood Project Grant Award and\nSole Source Contract\nRecommendation: Authorize the Director of Public Health to accept a grant\naward from Health Resources and Services Administration (HRSA) for the\nTransforming Pediatrics for Early Childhood (TPEC) Project in the amount of\n$998,573 from September 30, 2023 through September 29, 2024, with the\nproject term starting September 30, 2023 through September 29, 2027; and\nauthorize the Director to take the following actions: (Department of Public\nHealth) APPROVE\nAccept future awards and/or amendments that are consistent with the\nrequirements of the HRSA grant that extend the funding periods at\namounts to be determined by HRSA, and reflect revisions to the grant\naward’s terms and conditions including, but not limited to, the rollover of\nunspent funds, redirection of funds, and/or increase or decrease in\nfunding; and\nExecute a new sole source contract with Children's Hospital Los Angeles\n(CHLA) for the provision of TPEC-Early Needs Response for Infant and\nChild Health - Los Angeles County Project, effective upon execution\nthrough September 29, 2027, in the amount of $612,968, 100% funded\nby HRSA funds; execute amendments to add annual funding at amounts\nto be determined by the Director, based on HRSA funding availability,\nallow for the rollover of unspent funds, provide an increase or decrease\nin funding up to 10% above or below each term’s annual base maximum\nobligation, effective upon amendment execution, and make\ncorresponding service adjustments, as necessary; execute change\nnotices that authorize modifications to, or within, budget categories and\ncorresponding service adjustments, as necessary, changes to hours of\noperation and/or service locations, and/or corrections of errors in the\ncontract’s terms and conditions; and immediately suspend the contract\nupon issuing a written notice to CHLA if it fails to fully comply with\nprogram requirements, and terminate the contract for convenience by\nproviding a 30-calendar day advance written notice to CHLA.
