15. Urban Community Drought Relief Program Grant Funding for the Santa\nAnita Debris Dam Seismic Strengthening Project\nRecommendation as submitted by Supervisor Barger: Acting as the Governing\nBody of the County Flood Control District (District), certify that the Addendum\nto the previously adopted Initial Study/Mitigated Negative Declaration (IS/MND)\nfor the Santa Anita Stormwater Flood Management and Seismic Strengthening\nProject (Project) has been completed in compliance with the California\nEnvironmental Quality Act and reflects the independent judgment and analysis\nof the District; find that the Board has reviewed and considered the information\ncontained in the Addendum with the IS/MND prior to approving the Project\nrevisions; and approve the Addendum; approve the Project revisions and\nauthorize the Director of Public Works to complete preconstruction activities for\nthe revised Project’s scope of work for specific improvements to the Santa Anita\nDebris Dam, Santa Anita Headworks, and Wilderness Park Culvert Crossing,\nincluding finalizing the design and specifications for each component of the\nrevised Project and obtaining all necessary regulatory permits; adopt a\nresolution authorizing the Director of Public Works, as the Chief Engineer of\nthe District, to accept grant funding, and execute all required agreements,\nreports, and other documents related to grant funding from the California\nDepartment of Water Resources, Urban Community Drought Relief Program,\nfor the revised Project and; authorize the Director of Public Works, as Chief\nEngineer of the District, to negotiate and execute amendments to any grant\nfunding agreement, for extensions of time, minor changes to the scope of work\nand changes to the grant amount or budget of up to 20%.
