34. Commercial Sexual Exploitation Advocacy Services Contracts\nRecommendation: Authorize the Director of Children and Family Services to\nexecute contracts with Vista Del Mar Child and Family Services, and Optimist\nBoy’s Home and Ranch, Inc., to provide Commercial Sexual Exploitation (CSE)\nAdvocacy Services to Commercially Sexually Exploited Children, and at-risk\nchildren, youth, and Non-Minor Dependents, effective October 1, 2023 through\nSeptember 30, 2024, with two one-year extension options from October 1, 2024\nthrough September 30, 2026, with a maximum annual contract amount of\n$2,000,000, and if all extension options are exercised, the maximum anticipated\nexpenditure for the CSE Advocacy Services is $6,000,000, financed using 90%\nSenate Bill 855 funds and 10% Healthier Communities, Stronger Families, and\nThriving Children funds; and authorize the Director to take the following related\nactions: (Department of Children and Family Services) APPROVE\n(Continued from the meeting of 9-12-23)\nExercise the extension options by written notice or amendment, provided\nthat sufficient funding is available;\nExecute amendments to the contracts to make necessary changes\ninvolving budget, budget narrative, carry-over or unspent funds to meet\nunanticipated demands, and increase or decrease the maximum contract\namount by no more than 10% to accommodate any unanticipated\nincrease or decrease to units of service provided that sufficient funding\nis available;\nExecute amendments to the contract for non-material and programmatic\nchanges to the statement of work, terms and conditions and any of its\nexhibits;\nExecute amendments to the contracts for any revisions necessitated by\nchanges to County, State, or Federal requirements, or to meet\nprogrammatic needs, provided that sufficient funding is available; and\nTerminate the contract with contractors upon their request, and those that\nare in default of their contract requirement, for contractor default or for\nconvenience of the County.
