46. Care First Community Investment Spending Plan\nRecommendation: Approve the Chief Executive Officer’s recommended\nprograms and funding allocations totaling $88,304,000 for programs that include\ndirect community investments and alternatives to incarceration; authorize the\nDirector of Justice, Care and Opportunities Department to amend the existing\nagreement with the Care First Community Investment (CFCI) Third Party\nAdministrator to administer selected programs within the Year Three Spending\nPlan (Spending Plan); and take the following actions:\nAuthorize the Chief Executive Officer, and/or other CFCI-funded\nDepartments, to execute any additional contracts, amendments, or\nextensions, and expedite comparable established processes to carry out\nthe intent of the Board in adopting the Year Three Spending Plan,\nprovided such contracts are consistent with the Spending Plan;\nFind the County Programs established by the Spending Plan are deemed\nnecessary to meet the social needs of the population of the County and\nserve a public purpose consistent with Government Code Section 26227;\nFind that the authorizations and delegations of authorities granted above\nshall remain in full effect until such actions are terminated or suspended\nby the Board; and\nApprove the Fiscal Year 2023-24 appropriation adjustment to transfer\n$88,304,000 in appropriation from the CFCI “To Be Allocated” budget\nunit to various CFCI budget units, reflecting the allocations included in\nthe Spending Plan.
