70. Washington Boulevard Traffic Signal Synchronization Program\nConstruction Contract\nRecommendation: Approve the Washington Boulevard Traffic Signal\nSynchronization Program - Atlantic Boulevard to Whittier Boulevard Project\n(Project); adopt a resolution finding that the modification and synchronization of\ntraffic signals in the Cities of Commerce, Montebello, Pico Rivera, Santa Fe\nSprings, and Whittier and the unincorporated community of West Whittier/Los\nNietos (1 and 4), is of general County interest and that County aid in the form\nof Highways-Through-Cities Funds in the amount of $1,322,000 shall be\nprovided to the Cities of Commerce, Montebello, Pico Rivera, Santa Fe Springs,\nand Whittier, to be expended in accordance with all applicable provisions of law\nrelating to funds derived from Proposition C Discretionary Grant Funds and\nProposition C Local Return Funds; approve and authorize the Director of Public\nWorks to sign Funding Cooperative Agreements (Agreements) between the\nCounty and the Cities of Commerce, Montebello, Pico Rivera, and Santa Fe\nSprings to allow the Cities to contribute their share of funding to the Project, the\ntotal Project cost is currently estimated to be $3,640,100, with the City of\nCommerce’s share estimated to be $293,200, the City of Montebello estimated\nto be $978,600, the City of Pico Rivera estimated to be $496,400, the City of\nSanta Fe Springs estimated to be $321,100, the City of Whittier estimated to be\n$31,300, and the County’s share estimated to be $1,519,500, the Director of\nPublic Works may execute amendments to the Agreements to incorporate\nnecessary programmatic and administrative changes; find pursuant to State\nPublic Contract Code that it is necessary to specify Traffic Signal Controller\nSoftware, Fourth Dimension Traffic, D4 Firmware by specific brand name to\nmatch other products already in use on a particular public improvement either\ncompleted or in the course of completion; advertise for bids when ready to\nadvertise the Project; find that the proposed Project is exempt from the\nCalifornia Environmental Quality Act; and authorize the Director of Public\nWorks to take the following actions: (Department of Public Works) ADOPT\n4-VOTES\nAdopt the plans and specifications for the Project at an estimated\nconstruction contract amount between $1,600,000 and $2,400,000;\nDetermine whether the bid of the apparent responsible contractor with\nthe lowest apparent responsive bid is, in fact, responsive and, if not\nresponsive, determine which apparent responsible contractor submitted\nthe lowest responsive bid;\nAward and execute a construction contract for the Project with the\nresponsible contractor with the lowest responsive bid within or less than\nthe estimated amount range or that exceeds the estimated amount range\nby no more than 15 %, if additional and appropriate funds have been\nidentified; and\nExtend the date and time for the receipt of bids, allow substitution of\nsubcontractors and relief of bidders, approve and execute change orders\nwithin the same monetary limits delegated to the Director, accept the\nProject upon its final completion, and release retention money withheld.\n(23-3098)\nAttachments: Board Letter\nPublic Comment/Correspondence
