Boilers and Chillers Replacement Project Construction Agreement\nRecommendation: Award and authorize the Director of Public Works to execute\na Construction Manager at Risk Preconstruction and Construction Services\nAgreement with Gilbane Building Company for the Civic Center Central Plant\nBoilers and Chillers Replacement Project (Project) (1), for a maximum\nagreement amount of $1,996,393, to proceed with only the preconstruction\nphase services until final determination of the recommended Guaranteed\nMaximum Price, sufficient appropriation is available in the Fiscal Year 2023-24\nCapital Projects/Refurbishment Budget under Capital Project No. 87735 to fund\nthe award of the agreement; supplement the maximum agreement amount by up\nto 25% of the agreement amount for the preconstruction phase services; and\nfind that the recommended actions are within the scope of the previous\nexemption under the California Environmental Quality Act for the previously\napproved Project.
