58. Upgraded Trauma and Emergency Medicine Information System Sole\nSource Agreement\nRecommendation: Authorize the Director of Health Services to execute an\namendment to a sole source agreement with ESO Solutions, Inc. (ESO) to\nextend the term from October 1, 2023 through September 30, 2026, increase\nthe maximum agreement amount for the extension term by $6,037,507, from\n$18,766,888 to $24,804,395, which includes a 15% increase of $787,501 in\npool dollars above the maximum agreement amount of the three-year extension\nterm to fund additional work to ensure the necessary upgrade and continuation\nof maintenance services of the Trauma and Emergency Medicine Information\nSystem (TEMIS); approve the annual budget allocation of Measure B Special\nTax Fund to cover the cost of the agreement with ESO for the upgrade,\nmaintenance, and support of the Department of Health Services Emergency\nMedical Services Agency's TEMIS in the amount of $2,593,405 for October 1,\n2023 through September 30, 2024, $1,692,726 for October 1, 2024 through\nSeptember 30, 2025, and $1,751,376 for October 1, 2025 through September\n30, 2026; and authorize the Director to execute future amendments to the\nagreement, use pool dollars to fund additional work, incorporate administrative\nchanges to the agreement including, but not limited to, addition, modification, or\nremoval of any relevant terms and conditions as required under Federal or\nState law or regulation and County policy, approve necessary changes and\nmodifications to the statement of work.
