37. Protecting Vulnerable Students from Extreme Heat on School Campuses\nRecommendation as submitted by Supervisor Solis: Direct the Superintendent\nof Schools of the Los Angeles County Office of Education, with guidance from\nthe Director of the Office of Emergency Management and the Chief\nSustainability Officer, to conduct a survey of County School District\nSuperintendents to determine which districts are utilizing campuses for cooling\ncenter purposes, identifying key features and outcomes, such as cooling\nhours/activities and participation levels, and for schools that are not\nimplementing these programs, assess cooling needs among the student\npopulation and what, if any, cooling resources students utilize outside of school\nhours; work with the Chief Executive Officer, through the Office of Emergency\nManagement, and the Director of Public Health, to partner with school districts\nto disseminate information regarding nearby available cooling centers in\nadvance of instances of extreme heat; and take the following actions:\nInstruct the Chief Sustainability Officer, the Directors of Public Health,\nInternal Services, and Public Works, to work with the Superintendent of\nSchools of the Los Angeles County Office of Education, to convene\ninterested school districts and raise awareness of Federal and State\nfunding opportunities to support climate resiliency and cooling at schools,\nand provide technical assistance to school districts in heat-vulnerable\nareas that are interested in pursuing these funding opportunities\nincluding, but not limited to, CAL FIRE’s Green Schoolyards Grant\nProgram, the County’s Safe, Clean Water Program, the California\nSchools Healthy Air, Plumbing, and Efficiency Program, and the State\nUrban Greening Program; and\nInstruct the Director of Public Health, in collaboration with the Chief\nSustainability Officer and the Director of Public Works, to work with the\nSuperintendent of Schools of the Los Angeles Office of Education, to\ndevelop toolkits targeted at students, families, and school staff on best\npractices to safeguard public health and wellness to address extreme\nheat conditions, including tips to address air quality issues that regularly\naccompany extreme heat events.
