32. Inclusion and Equity: Engagement of Non-English-Speaking/ Limited\nEnglish-Proficient Voters in Los Angeles County\nRecommendation as submitted by Supervisors Solis and Hahn: Instruct the\nRegistrar-Recorder/County Clerk, in collaboration with the Executive Directors\nof Racial Equity and Office of Immigrant Affairs, to report back to the Board in\nwriting in, 45 days, with an education, engagement, and implementation plan,\nand any recommendations, to address, but not be limited to, the following:\nIncreasing the number of in-person voting locations in communities, e.g.,\nAsian American Pacific Islander, Indigenous, and Latino, with a high\nconcentration of non-English speaking and limited English proficient\nvoters by reviewing and improving current criteria to ensure equity of\nplacements;\nReviewing and assessing the rates and compensation to vote centers;\nRecruitment of staff and volunteers to provide in-language support in\ndiverse languages that are relevant to non-English speaking and limited\nEnglish proficient voters by increasing partnership with immigrant\nadvocacy groups and providers to assist with volunteer recruitment,\nincreasing collaboration with community partners to plan and attend\nevents to inform non-English speaking voters of voting and elections, and\nreviewing and assessing the stipend rates for those workers who are\nproviding language support for recruitment and retention purposes;\nEnhancing quality check and assurance processes and mechanisms of\nRegistrar-Recorder/County Clerk external assets in diverse languages,\ne.g., ballots, information, and voter guides, to ensure the information is\ncorrect and linguistically accurate;\nWorking with County Communications, increase partnership with\nhyperlocal ethnic media to promote information, education, and combat\nmisinformation about the upcoming and future elections in the County;\nIdentify mechanisms by which the Registrar-Recorder/County Clerk will\nreceive feedback from non-English speaking and limited English\nproficient voters to identify, respond to, and correct any issues or\nmistakes quickly; and\nIdentify specific ways in which the Registrar-Recorder/County Clerk,\nwith support from the Director of Racial Equity, is using an equity\nframework to adjust its practices; and\nInstruct the Registrar-Recorder/County Clerk to report back to the Board in\nwriting within 90 days after the election, of how non-English speaking voters\nwere supported, lessons learned, and opportunities for growth and success with\nthis community.
