48. Medical, Dental, Life Insurance, and Disability Plan for 2024\nRecommendation: Approve the proposed premium rates for County-sponsored\nmedical and dental rates for represented employees for the period of January\n1, 2024 through December 31, 2024; medical and dental rates for\nnon-represented employees for the period of January 1, 2024 through\nDecember 31, 2024; basic life and accidental death and dismemberment\ninsurance rates for represented and non-represented employees and, for\nrepresented employees only, optional group term life and dependent term life\ninsurance rates, for the period of January 1, 2023 through December 31, 2025;\nOptional Group Variable Universal Life and dependent term life insurance for\nnon-represented employees for the period of January 1, 2022 through\nDecember 31, 2026; Survivor Income Benefit rates for non-represented\nemployees for the period of January 1, 2022 through December 31, 2026; and\nrates for Short-Term Disability, Long-Term Disability (LTD) and LTD Health\nInsurance plans, for the period of January 1, 2024 through December 31,\n2024; and take the following actions:\nInstruct County Counsel to review and approve appropriate agreements\nand/or amendments with Anthem Blue Cross and Anthem Blue Cross Life\nand Health Insurance Company (Anthem Blue Cross); Cigna Healthcare\nof California, Inc.; Kaiser Foundation Health Plan, Inc. (Kaiser); Kaiser\nFoundation Health Plan of the Mid-Atlantic States, Inc. (Kaiser\nMid-Atlantic); UnitedHealthcare of California and UnitedHealthcare\nInsurance Company; Delta Dental of California (Delta Dental Preferred\nProvider Organization (PPO)); Delta Dental of California for DeltaCare\nUSA; SafeGuard Health Plans, Inc.; Metropolitan Life Insurance\nCompany; and Life Insurance of North America, a wholly owned\nsubsidiary of New York Life; or their successors and affiliates, as\nnecessary, for the period of January 1, 2024 through December 31,\n2024;\nInstruct the Chair to sign the aforementioned agreements and/or\namendments;\nApprove the proposed premium rates for the health plans sponsored by\nthe Association for Los Angeles Deputy Sheriffs, Inc., the Los Angeles\nCounty Fire Fighters Local 1014, and the proposed premium rates for\nthe California Association of Professional Employees, for the period of\nJanuary 1, 2024 through December 31, 2024; and\nInstruct the Auditor-Controller to make all payroll system changes\nnecessary to implement the changes recommended herein to ensure that\nall changes in premium rates are first reflected on pay warrants issued\non January 15, 2024.
